Governor of Independent Long Island gives 'State of the Island' Speech

State of the Island Address

As a Cesidian, and in fact the founder of the Cesidian Church, the New Year for me has already begun as I write this, even though it will only begin on Independent Long Island in a little more than 5 hours. This is not the case because I do not live in Independent Long Island, as I’m both a resident and even native born national, but because Cesidians follow the Biel Mean Time or BMT Meridian globally as a time-of-the-day standard, not one of the various time zones to the West or the East of the Greenwich Meridian.

As the year 2007 began, Independent Long Island (ILI) didn’t even exist. ILI was born on 20 August 2007. The first Independent Long Islander besides myself, the first Ilier, a thirty-something male of the County of Kings I’m very proud of, officially registered himself on 22 September 2007.

A significant amount of people found out about Independent Long Island only on 13 September 2007, when The New York Times published a feature about it. To this day, Washington and other capitals around the world even pretend we don’t exist, because they surely do not acknowledge us.

But let us face the facts Iliers: we are the meek, the one’s who shall inherit the Earth itself, so what can these big shots in Washington and elsewhere do for us, or against us really?

We started a country with a dream, and little more than a .ILI top-level domain (TLD). When technical news people on the Internet first reported the existence of the new TLD to the whole world, they didn’t even know whether the story was true or not. Now they know that the Cesidian Root is a real technical marvel, however, made up more of brilliant people, than of multi-million dollar budgets like ICANN.

Later Independent Long Island succeeded in attracting the kudos and acceptance of older and prominent Fourth Worlders (neoindigenous folks) such as Thomas Naylor, Kirkpatrick Sale, and John Papworth. Thomas Naylor even wrote an affectionate letter to me, and ended it with this blessing: “Long live Independent Long Island!”

Later still, ILI began to behave a little like the ‘Big Boys’, declared war against Myanmar, and then ‘invaded’ its Internet when it started the ISO compatible .BU (Burma) TLD for the first time in history. The Burmese around the world still love us to pieces to this very day, and we continue to maintain their .BU TLD, thanks in part also to the good work of our friends at the Dominion of British West Florida.

Recently, we even assisted the Principality of the Pontinha in its actual secession from Portugal. The Principality of the Pontinha is fighting for the recognition of a Regal Letter (the original is kept in the Tower of London) signed by King D. Carlos I of Portugal, which stated that the territory of the said Principality of the Pontinha, the rock where the Fort of Saint José is located just off the shore of the island of Madeira, shall be sovereign. The good man Prince Renato also loves us to pieces!

But fellow Iliers, I’ve worked so hard this year that I could barely write down all that we have done, and I had to end the year with a big bang.

On 29 December 2007, Independent Long Island became a member of the United Commonwealth Society (formerly known as the Federal Commonwealth Society)! Not only the criminal government of Myanmar can still not respond to our DNS canon fire, but they could never join the society I’ve just mentioned. They are simply not worthy!

On 31 December 2007, the Imperial News Service reported, “Negotiations between the Micronational Governments of Independent Long Island, and the Imperium of DeWaCo Estates have concluded; which established official assignment of a “Non-Staffed” Official Office and Embassy Estate Address for the ILI Government, within the Diplomatic District of Imperial City, Capital of the Imperial Commonwealth of the Imperium of DeWaCo Estates.”

Not only has Independent Long Island ended the year as a member nation of a great society of nations, but the Imperium of DeWaCo Estates has also allocated for ILI a one acre “Non-Staffed” Official Office Embassy, which will soon be flying our sky blue and orange flag!

Fellow Iliers, with all of this I’m not saying that we are the lions. Lions shall always be lions, as boys shall always be boys! We are just the lambs, not the lions, but we are not lambs without dignity! For the words of the prophet Isaiah are already turning into reality, right here in Independent Long Island: “The wolf will live with the lamb, and the leopard will lie down with the young goat; the calf, the young lion, and the fattened calf together; and a little child will lead them.” (Isaiah 11:6, World English Bible). Yes, the lions will sit with the lambs, and a little child (innocence) will lead them! This is happening right before your very eyes, fellow Iliers.

May the year 2008 be for all of you a happy, and prosperous new year.

State of the Dominion Speech

As I think of the state of the Dominion of British West Florida, as we enter into the year of Our Lord two-thousand eight, I am reminded of the words of St Paul:

We are afflicted in every way, but not crushed; perplexed, but not despairing; persecuted, but not forsaken; struck down, but not destroyed;

Our Treasury is nearly empty, yet we manage to pay our Tribute to our Protectors;

Our Government Ministers are overburden by troubles at home and in public, yet we remain active;

Her Majesty refuses our petition, yet her Loyal Subjects we remain;

The ignorant accuse us of 'treason' yet we remain faithful, to both our local masters and the dream.

My Lords and my fellow Subject of the Crown in Right of West Florida, I tell you this day that the Dominion of British West Florida remains the brightest hope for the restoration of God and Crown governance in the world. We shall continue to be the voice of the People seeking that finest of Governments, lawful, constitutional, effective, active Monarchy.

We have before us a task that would crush lesser folks – but thanks be to God we are West Floridans!

I tell you that the dream is not forgotten, the goal is not changed, the efforts will not slacken. We shall, by the Grace of God continue in our efforts until we are again free, having God as our Source, the Queen as our Sovereign, and a Proper Parliament of Lords and Commons as our Voice.

We are known in the international community through the efforts of our own Rt. Hon. James Alcock, of the United Commonwealth Society. We are made known to the government of the Dominion Realm of Canada by the efforts of our own Rt. Hon. Alan Goudman, high commissioner to Her Majesty's Government in the Provence of Alberta. His Excellency Martin Papenheim serves the Dominion Government as our Ambassador to the Federal Republic of Germany.

Our Landscape and Queen 'Cinderella' stamps have been moderately popular and have turned a modest profit over to Her Majesty's Treasury in the Dominion of British West Florida. The series will continue, and we shall seek other means to improve our financial position.

Our Flag now flies over the residence of the Earl of Rum in the Grand Duchy of Elsanore, our Embassy to the Imperium of DeWaCo Estates in the American Plains, the High Commission Office in Alberta, in the annual Easter Parade in Scarborough, in the Dominion of Canada, and our own Governor-General's mansion here in the Dominion.

We expect that our Red Ensign and of the Royal Union and the Star of the Dominion of British West Florida will this year be flown in the Caribbean, among more of our Sister Realms, and on the high seas by our new Ambassador of Goodwill, the Lord Imperaor of the Imperium of DeWaCo Estates. We also anticipate that it may well be carried proudly to the shores of Europe and the land of the Tsars.

The annual Opening of Parliament this year attracted foreign dignitaries, while our own members of parliament remained absent. We shall work to encourage greater participation in these public events in the coming year.

By God's Grace I shall again come before you in the future to report more of our successes.

Independent Long Island Opens Embassy with the Imperium

Negotiations between the Micronational Governments of Independent Long Island, and the Imperium of DeWaCo Estates have concluded; which established official assignment of a "Non-Staffed" Official Office and Embassy Estate Address for the ILI Government, within the Diplomatic District of Imperial City, Capital of the Imperial Commonwealth of the Imperium of DeWaCo Estates.

A one acre "Non-Staffed" Official Office Embassy has already been allocated to the ILI Government, which brings the current number of Embassy Estates to six; with the Dominion of British West Florida, the Principality of Vikesland, the People*s Republic Of Galt / P.R.O.G., the Federal Republic of Eastern Edinburg / F.R.E.E., and the Protectorates of Parkistan preceding the ILI Government's official request and acceptance.

The Diplomatic District of Embassy Estates was originally a seventeen acre site; but was later down-sized to a ten acre site, which was due to several internal circumstances within the Imperium's Imperial Family and Government.

Text of the Governor-General's Christmas Speech

Today we recall and celebrate a unique and wondrous mystery!

Our ears resound to the songs of Joy, the shepherds' song, the angels' hymns of praise and the sound of a virgin mother's lullaby.

He who is above now for our salvation, dwells here below; and we, who were lowly, are exalted by divine mercy.

Two thousand years ago the 'kings of the East' came and they saw the heavenly King that had come upon the earth, not bringing with Him angels, nor archangels, nor thrones, nor dominations, nor powers, nor principalities, but treading a new and solitary path. He has come forth from a spotless womb. He did not come to force us unto Him, but to call us with a sorrowful heart, full of love and tender compassion.

Much has changed since Our Lord first in the flesh appeared among us. But far too many things have remained the same.

Far too many still live under repressive governments, governments that forget that they are to serve as Ministers of God. My heart goes out especially to those in Burma, for whom the yoke of Caesar would seem light.

There remain yet those for whom 'Peace on Earth' is a promise not yet fulfilled. Far too many people live with violence. Not only those engaged in broad and open conflicts like those in Afghanistan, Iraq, and Sudan, but also those who face crimes of violence in their own cities and towns, and more shameful still those who face it alone where they should be safe, in their own homes.

Wise men today seek to bring peace and good governance to the world. We cannot afford to forget that Jesus is the Prince of Peace and that the Government shall be upon His shoulders. Government must be based on respect for the dignity and worth of the persons for whom Christ died, and on the understanding that we who are called to minister and serve will be judged by the King of the Universe.

It is the duty of each of us who claim the Name of Christ to be guides for those who do not know the Son of God. Let us not forget that when the Wise Men, be they Magi or Kings, came to Jerusalem in search of Him who was born King of the Jews they were given guidance by those who knew the prophecies.

The wise men of Jerusalem did not condemn those who sought the Babe, nor did they inquire as to the 'religious upbringing' or 'nation of origin' of those who came seeking Him. They honoured the search and helped them on their journey. It is not our duty to change those around us. It is our duty to guide them to Him who can change everything.

I call upon my fellow Christians to remember why Our Lord came, and what He has called us to do. Pray for Peace between God and man, and between men.

Show yourself to be a loving guide, assist those in need, and in so doing share the real meaning of Christmas.

DeWaCo Imperial Grand-Daughter wins honours in Saddle Up of St. Jude Events.

The Lord Imperator's Grand Daughter, Mercedez { a.k.a. "Sadie" } received several group and individual awards from Her 4-H Club recently; which were for Her efforts to the "Saddle Up for St. Jude" Event, whereby She and Her group raised funds for the St. Jude Hospital, located in Memphis, Tennessee.

The event included members riding their horses in a local town parade; as well as, the collecting of funds from family, friends, and concerned citizens.

The "Saddle Up for St. Jude" Event was a tremendous success; not only for the St. Jude's Hospital, but also for each individual's personal growth.

The Awards included: Caps, T-Shirts, Sweat-Shirts, Back-Packs, and Medals; which were monogramed with the official logo of the event on each awarded article.

Mercedez received one of each of the awards.

Lord Marshall of the Dominion of British West Florida Dead of Heart-Attack


My fellow subjects of Her Majesty the Queen, and those who have followed the events within the Dominion of British West Florida from other lands,

It is my sad duty to report to you that His Excellency, John Houston, the Lord Marshall has passed away. he was 72 years of age, and had been in good health.

The Lord Marshall was visiting with friends last evening, and while sharing the day's events over coffee had a sudden massive heart attack. He was declared dead on the scene by the Fire and Rescue Emergency Medical Team.

Let us take comfort in the fact that he passed in the presence of friends and did not suffer a long lingering transition.

I will inform you all of the arrangements for his funeral when they are complete. The flag at all Government Facilities will be flown at half-staff on the day of the funeral as a partial expression of our shared grief at the passing of this great man.

Fergusian Monarch completes State Tour of Europe and the Middle East.

Fergusian monarch and transgendered independent write-in U.S. presidential candidate Bennie Lee "Ben" Ferguson (a.k.a. Benelea I) recently returned on November 24 from a three-week state tour/vacation/fact-finding mission to the Middle East and Europe. The monarchs visited Israel (including the tiny self-proclaimed micronation of Akhzivland), the Netherlands, Germany, and Switzerland.

During stopovers in Minneapolis, Minnesota she campaigned briefly and visited the infamous "Larry Craig" men's room at the airport.

A strong advocate of decreased U.S. military and financial support of the Israeli state, their Majesties was keen to visit either Gaza or the West Bank during her stay in the Middle East. Due to security concerns, this proved inadvisable. However, she did meet with Palestinian representative Anijad Nasser in Jerusalem to express her sympathy regarding the plight of the Palestinian people.

While in Jerusalem, the candidate visited the Shushan Bar, the city's only GLBT nightspot which was unfortunately going out of business that very weekend. She was welcomed by the management, included in televised coverage of the event, and photographed by "Harrad" magazine's Tess Scheflan.

The Fergusian monarch arrived in Amsterdam on November 11 and participated in the tenth anniversary celebration of Lellebel, a local gathering place for transgendered people. Having lived in Amsterdam from 1979-1986, it was a homecoming of sorts for their majesties who enjoyed a chance to brush up on her Dutch while visting with Lellebel's patrons.

Switzerland, their majesties next destination, gave her a further opporunity to brush up on her German. She lodged in the twin villages of Nesslau-Neu St. Johann in the Toggenburg at the home of environmental activist Andreas Weber. Weber and the Fergusian monarch enjoyed lively exchanges related to "green" issues and her host explained to her the history of the Confederation of Helvetia, which lead to the founding of modern Switzerland.

Imperium announces Imperial City Expansion

The Imperial Govenment announces that Imperial City, Capital Zone of the Imperium of DeWaCo Estates, will soon begin construction of two new buildings within its city limits; both of which, have been designed as, and designated for, storage and implement / machinery facilities.

Both buildings will be erected by a local Amish construction crew; and will be constructed of metal components: frame, exterior walls, roof, etc. [ w / ground & gravel floor ]

The two new buildings will be the exact same size and color: with the sizes being 40'X80', and the exterior walls being white, while the roof and trim will be black; which keeps in custom with the majority of paint colors for other buildings located within the city limits of the Capital City Zone.

Kingdom of Talossa's Population exceeds 100!

Two applicants were formally admitted to citizenship in the Kingdom of Talossa this morning, bringing Talossa's population into triple digits for the first time in her nearly 28-year history. Talossa currently has 101 citizens, with Vince Whitacre of Maricopa Province becoming the 100th citizen and Edward Wadas of Mussolini Province becoming number 101.

According to Chancery (office of the Secretary of State) records, 206 people have held Talossan citizenship since the Kingdom's founding in 1979. Of these, 101 are currently citizens, at least three are deceased, and the other 102 lost their citizenship due to inactivity or renunciation. Four more prospective citizens are currently in the immigration pipeline, but an election starting next month is expected to claim as many as a dozen older citizens through the operation of Talossa's "three strikes" law, which terminates the citizenship of those who fail to vote in three consecutive general elections.

Imperium of DeWaCo Estates Redesignates Military Outpost

Camp Solo, a military operational outpost used by the Dark Daze Quad Squad [ Four-Man-Force ] of the Ministry Of State Security / M.O.S.S., has been re-designated as a "Military Exercise Target" / M.E.T. during all simulated military war-game exercises conducted by the Imperium, the People*s Republic Of Galt / P.R.O.G, the Federal Republic of Eastern Edinburg / F.R.E.E., and the Protectorates of Parkistan.

Prior to being designated as a "M.E.T." Camp Solo was a tactical training site, utilized for paintball tactical assaults; years prior to being designated as Camp Solo, the site was a small non-operational storage silo and shed facility, that once was owned and operated by the Ministry Of Agricultural Affairs / M.O.A.A.

Camp Solo is comprised of the silo and shed site, and approximately ten additional acres surrounding the immediate area of the site; which borders the Black Woods.

Talossn Language Authority celebrates its 24th Anniversary

La Comità për l'Útzil del Glheþ (the Committee for the Use of the Language), the traditional Talossan language authority, celebrated its 24th anniversary yesterday. The CÚG was founded by King Robert I of Talossa on 14 November 1983, nearly three years after the first use of the language itself. Since that time, the CÚG has guided the course of the Talossan language through its Arestadâs, official pronouncements of the decisions of the Comità regarding matters of grammar, vocabulary, and good style in writing and speaking the language. The CÚG plans to begin its 25th year with the issue of the first Arestadâ in several years, which will substantially regularise and simplify Talossan orthography. Specific proposals to be incorporated into the Arestadâ are being discussed on the CÚG forum.

Monarch of Ferguson enjoys State Visit in Akzivland

Benjamin I/Benelea of the Kingdom of Ferguson met today with President Eli Avivi of Akhzivland near Nahariya, Israel. Akhzivland, an independent micro-nation tacitly recognized by the Israeli government, is situated in northern Israel on the Mediterranean coast. Although President Avivi had just left hospital due to an undisclosed illness, he greeted the Fergusian monarch warmly and opened the Akhzivland museum for inspection. The occasion marks the inaugural visit by the Fergusian monarch with another micronational head of state. Also present was the Fergusian Queen Mother Alberta.

The Fergusian monarch is scheduled to visit her former home in Amsterdam, The Netherlands and Switzerland after leaving Israel on November 11.

"Flu" strikes Imperial Family

Just days after an uninvited visitation by US Federal Authorities to the Imperium's capital city, three members of the Imperial Family, four Citizens, and two Subjects, have been isolated from other individuals, due to a sudden outbreak of the flu.

Symptoms range from high temps and aches-and-pains, to vomiting and diarrhea; which have been ranging in duration between 24-to-72 hours.

The Ministry Of Health And Welfare / M.O.H.A.W. issued an order of quarantine; which disallowed the ill to continue with their daily activities [ employment and school ], until such time that they have regained their health and strength.

US Agents conduct 'interrogation' on Imperium Soil

On Thursday, November 1, 2007 at approximately 11:30 AM, two US Government Officials entered the Imperial City Capital Zone, without invitation or visa. They where they were immediately greeted by several members of the Imperial Family and staff.

The two US Govt agents promptly and “politely” introduced themselves, and “asked” to interrogate three young Mexican men, all brothers, who are "foreign contract laborers" hired by the Imperial Government.

The two agents conducted a short "interrogation" of the three young men, and then returned to their vehicle, where they spent several minutes talking to each other as they appeared to write information onto several forms.

The three "foreign contact laborers" quickly returned to their work immediately after being “released" by the two US Govt agents.

It is now known that the three men were not the subject of any US Govt investigation themselves, but were questioned with regards to their possible knowledge of the recent whereabouts of several other individuals, who are either family or friends of the three men.

The Lord Imperator was "out of country" at the time of the visit and "interrogation" of the three men, tending to agri-business in a local US town; but He was contacted immediately upon the visit of the two US Govt agents via a cell-phone communication link, and was kept abreast of what transpired during the entire incident.

This is not the first “visit” to the Imperium from US Officials and Officers [ local and Fed ], as in the past, there have been several similar visits, which have been a result of an invitation by the Imperial Family, or as the result of a unilateral decision of the foreign government.

In order to provide for a personal representative of Her Majesty in each Barony, to foster close and binding ties of affection between Her Floridian Majesty and Her Loyal Subjects, and to provide a means by which our special favour may be expressed by appointment to the position of Lord Lieutenant, I have granted the Royal Assent to The Lieutenancies Act 2007.





(Text of the Act is reprinted below).

Whereas her Majesty currently lacks a personal representative in each of the baronies in her Dominion of British West Florida.

And whereas it has become readily apparent that a personal representative of Her Majesty, is absolutely vital in fostering close and binding ties of affection between Her Majesty and her subjects, in each of the baronies of British West Florida.

And whereas the lieutenancies in Great Britain already have an excellent and well established reputation for representing Her Majesty at the local level, and fostering close and binding ties between the British crown and its subjects.

And whereas enacting lieutenancies for the Dominion of British West Florida, would fulfill the requirement for a local representative of Her Majesty in each of the baronies, in order to foster close and binding ties between the baronial residents and the crown.

Now therefore it be enacted by the Grace of the Queen’s most Excellent Majesty, by and with the advice and consent of the Lords Spiritual and Temporal, and Commons, in this present Parliament assembled, and by the authority of the same, as follows:—

1 LIEUTENANCIES IN BRITISH WEST FLORIDA

(1) A lord-lieutenant shall be appointed by Her Majesty or Her Governor-General for each barony in the Dominion of British West Florida, as well as the cities of New Orleans, Baton Rouge, Mobile, and Panama City.

(2) Her Majesty or Her Governor-General may appoint lieutenants (in addition to the lord-lieutenant) for any barony or city.

(3) Schedule 1 to this Act (which identifies the areas which are baronies in British West Florida for the purposes of the lieutenancies) shall have effect; and in this Act “barony” and “city” shall be construed accordingly.


2 VICE LORD-LIEUTENANTS

(1) The lord-lieutenant of a barony or area may, with Her Majesty’s approval, appoint a lieutenant of that barony or area as his vice lord-lieutenant.

(2) If a lord-lieutenant who has appointed a vice lord-lieutenant dies or otherwise ceases to hold office, the commission of the vice lord-lieutenant is vacated on the appointment of a new lord-lieutenant for the barony or area concerned.

(3) A commission as vice lord-lieutenant of a barony or area may, with the approval of Her Majesty, be revoked by the lord-lieutenant who granted it; and the lord-lieutenant shall revoke the commission forthwith after one year, unless informed of Her Majesty’s pleasure that it be renewed for another year.

(4) Without prejudice to Her Majesty’s power to make other provision under section 3, if—

(a) the lord-lieutenant of a barony or city is absent from the county or area, sick or otherwise unable to act; or

(b) there is a vacancy in the office of lord-lieutenant for a barony or area, the vice lord-lieutenant of that barony or area shall stand for all purposes in the lord-lieutenant’s place and, accordingly, may do anything which may be done by the lord-lieutenant.

3 ABSENCE, ETC. OF LORD-LIEUTENANT

(1) If—

(a) the lord-lieutenant of a barony or city is absent from the Dominion of British West Florida, sick or otherwise unable to act; or

(b) there is a vacancy in the office of lord-lieutenant of a barony or area, Her Majesty may authorise any three lieutenants of that barony or city to act as its lord-lieutenant.

(2) During the period for which they are authorised to act, the persons authorised under this section shall stand for all purposes in the lord-lieutenant’s place and, accordingly, may do anything which may be done by the lord-lieutenant.

4 APPOINTMENT OF CLERK OF LIEUTENANCIES

(1) There shall be a clerk of the lieutenancy for each barony or city, appointed by the lord-lieutenant.

(2) The lord-lieutenant of a barony or city may revoke the appointment of the clerk of the lieutenancy.

5 FUNCTIONS OF LORD-LIEUTENANTS, LIEUTENANTS AND DEPUTY LIEUTENANTS

The lord-lieutenant and lieutenants of a barony or city shall have such functions and privileges (whether provided for under any enactment or otherwise) as are for the time being exercisable by or vested in the lord-lieutenant or lieutenants respectively of that barony or area.

The lord-lieutenant's authority and remit shall extend to the following areas:

1. Arrange baronial or city visits of the Royal family or Her Majesty's Governor-General and escort Royal visitors, ;
2. Present medals and awards on behalf of Her Majesty;
3. Grant pardon in Her Majesty's Name for misdemeanors - this expression of Her Majesty's prerogative of Mercy shall in no way be construed to reduce the authority of the Local Lord to grant pardons and clemency.

6 COMMISSIONERS OF LIEUTENANCY FOR THE CITY OF PENSALCOLA

(1) Her Majesty may issue commissions of lieutenancy in respect of the City of Pensacola to such persons as She thinks fit to be the Commissioners of Lieutenancy for the City of Pensacola (in this section referred to as “the commissioners”).

(2) For the purposes of the application of sections 4 and 5 to the City of Pensacola, the commissioners shall be treated as if they were the lord-lieutenant of a barony.

(3) Nothing in this Act affects the functions or privileges of the commissioners (whether provided for under any enactment or otherwise).

7 CONSEQUENTIAL AMENDMENTS, TRANSITIONAL PROVISIONS, REPEALS AND REVOCATION

(1) Schedule 2 to this Act (which contains transitional provisions and savings) shall have effect.

1 The provisions of this Schedule identify the areas which constitute baronies in British West Florida for the purposes of the lieutenancies in British West Florida.

SCHEDULE 2 TRANSITIONAL AND SAVING PROVISIONS

GENERAL

1 The substitution of this Act for the enactments repealed or revoked by this Act does not affect the continuity of the law.

2 Anything done (including subordinate legislation made) or having effect as done under a provision reproduced in this Act has effect as if done under the corresponding provision of this Act.

3 References (express or implied) in this Act or any other enactment, instrument or document to a provision of this Act shall, so far as the context permits, be construed as including, in relation to times, circumstances and purposes before the commencement of this Act, a reference to corresponding earlier provisions.

4 A reference (express or implied) in any enactment, instrument or document to a provision reproduced in this Act shall be construed, so far as is required for continuing its effect, as being or, as the case may require, including a reference to the corresponding provision of this Act.

5 Any document made, served or issued on or after the commencement of this Act which contains a reference to any provision reproduced by this Act shall be construed, except so far as a contrary intention appears, as referring or, as the case may require, including a reference to the corresponding provision of this Act.


SHORT TITLE, COMMENCEMENT AND EXTENT

(1) This Act may be cited as the Lieutenancies Act 2007.

(2) This Act shall come into force upon the Assent of Her Majesty the Queen either by Her Own Hand and Seal, or by the hand of Her Majesty's Governor-General and the Seal of the Dominion of British West Florida.



The Assent to this Act is granted in the name of Her Majesty the Queen by the hand of Her Governor-General in for this Dominion of British West Florida on this 17th Day of October in the year of our Lord 2007, and of Her Majesty's reign the 55th.

Belgian resistance heroine Countess Andrée de Jongh dies at 90

Countess Andrée de Jongh, who as a young nurse founded the Comet Line, an escape route for Allied airmen during World War II, died Saturday in Brussels at the age of 90. The Comet Line went from Brussels to the Pyrenees through France to the British consulate in Madrid and on to Gibraltar. Andrée de Jongh and her fater Frédéric De Jongh organised the escape line, which helped more than 700 airmen to escape Nazi-occupied Belgium. Andrée herself accompanied 118 of them before she was arrested by the Gestapo.

The Gestapo captured Frédéric de Jongh in June 1943 and later executed him. Many other members of the Comet Line were also captured and 23 in all were executed. Andrée was captured in January 1944. Unwilling to believe she could have organised the network herself, the Gestapo let her live. She was sent first to Fresnes prison in Paris and eventually to Ravensbrück concentration camp and Mauthausen concentration camp. She was liberated by the advancing Allied troops in April 1945. "We accepted that we could be arrested. It was our job," she said later. "We didn't say 'if we get arrested,' we said 'when we get arrested.'" The Comet Line inspired the BBC drama series Secret Army.

Andrée de Jongh was awarded the United States Medal of Freedom and the George Medal by the late King George VI of the United Kingdom. She was also granted the honorary rank of Lieutenant-Colonel in the Belgian Army. Later, she was granted the title of countess by the late King Baudouin of Belgium in 1985.

Grand Duke of Elsanor, the Earl of Rum competes in Triathalon

On Friday, Oct. 12, 2007, His Serene Majesty traveled to Panama City Beach to compete in the American Triathalon Association's Florida Event. After a hearty pasta dinner with several friends at olive Garden, His Majesty saw to final preparations for the next morning's event.

Commencing at 7:30am, the event began with a one-third mile swim. Following this, a 15 mile bike rek was undertaken, followed lastly by a 3.5 mile run.

His Majesty's final time was 1 hour and 36 minutes. He finished in the top third, and soon came to realize that he beat out his Spring Hill College history professor.

The results per leg are as follows:

1/3 mile swim time: 8:28 minutes
15 mile bike time: 1 hour, 4 minutes
3.5 mile run time: 23:31 minutes

The Kingdom of Hanover to establish "island" in the virtual world.

The Kingdom of Hanover has unveiled plans rent an "island" in the virtual world, Second Life.

With over a thousand dollar commitment in the first six months, this is a big investment for the Kingdom, but one which her King, Alexander I, believes will have many dividends for the Kingdom. Second Life offers a 3d environment for citizens to interact, and allows the kingdom to convey a vision as to what Hanover aims to be to the millions of second life users.

The Kingdom hopes to offset the costs of maintaining the Kingdom's second life presence by engaging in the second life real estate market.

Principality of Vikesland deploys first UAV

Today Principality of Vikesland received its first Unmanned Aerial Vehicle (UAV). This is a scaled down model of the UAV predator used by the U.S. Air Force. The working model has a four foot wingspan and is electric powered. Neither His Serene Highness, nor any other official source offered any comment on the source or methods used to obtain the UAV.

The Grand Prince announced that Vikesland will be mounting a small wireless camera on the UAV for reconnaissance purposes in the remote areas of the Prince's private estate - the "ranchlands".

Governor-General Announces two new Appointments

His Excellency the Governor-General has announced the appointment of two new officers of Her Majesty - an Ambassador to the Federal Republic of Germany and Her Majesty's Herald of Arms.

The newly appointed Ambassador to Germany, His Excellency, Martin Papenheim has established the Dominion's Embassy in Düsseldorf.

Her Majesty's Herald, the Honourable Gary Edwin Loy, Serves her Majesty from North Carolina, founded by a royal charter of His Majesty King Charles II in 1663.

The 2007 Summer DeWaCo Rodeo Show Great Success

The 2007 Summer DeWaCo Rodeo Show was a great event; in spite of the high temperatures, which in the afternoon hovered in the mid-to-high 90's, causing the majority of the events to be conducted during the early evening hours.

The Lord Imperator's GrandDaughter Mercedez [ a.k.a. "Sadie" ], and the Lord Imperator's GrandSon Dominick [ a.k.a. "Domino" ], pictured with their Awards for Competition in the 2007 DeWaCo Rodeo
Junior Events.

The Awards themselfs were presented at the event, after all competition had been completed; however, due to low batteries in the digital camera, original pictures were not made available, and had to be taken at a later date.

Mercedez received the 1st Place Medal in the "Junior Calf Roping Event"; and received 3rd Place Medal in the "Junior Barrel Racing Event". Dominick received two Special Awards: the "Rodeo Spirit Medal", for assisting with the Rodeo Crew at each event; and the "Rodeo Parade & Show Medal", for leading the Rodeo Entry Parade, and showing his steed in a walk-about.

United Confederation of Hochungra declares itself Sovereign

The Socialist Union of Kaldonia, the Kingdom of Tykresh, and the Citizenry Republic of Bitovia have now formally united towards one goal, and our micronationalism has a purpose. Let it be known that on this day, September 26th, 2007, these three nations united as the United Confederation of Hochungra, to declare that we will not stand for the actions of the United States, who deceived the Hochungrans into annexation.

The areas they owned in Northeastern Illinois were ironically the lands that Bitovia, Tykresh, and Kaldonia claimed as their own. The areas they lived in within Wisconsin had been ceded to the Americans peacefully and legally, but a controversial (and forced) treaty in the early 1800s forced the Hochungrans off their land in northeastern Illinois, an action we believe to be a violation of Article IV, Section III of the United States Constitution (more information will be given in the "History" section of the new website, I just don't feel like typing the details twice ). The Hochungrans (they now call themselves the Ho-Chunk) have revitalized themselves as an Indian tribal nation, but seem to have abandoned challenging the controversial treaty and reclaiming their land in Illinois.

His Serene Highness Grand Prince Chistopher I leads Royal Troops on Border Security Tour.

On September 15th 2007, His Serene Highness, Grand Prince Christopher I took a camera crew to the Royal Ranch Lands and took the camera on patrol. As an exercise in Soveriegnty and a display of self defense, His highness mounted on an ATV and did the rounds of the borders and remote trails.

After that he and the border guard went on foot patrol with a firearm to keep watch for bears which are very active this time of year.

Dr. Holger Luttic, Baron of Dekalb appoined Elsanor's Minister of Domestic Affairs

His Serene Majesty, Eric I Grand Duke of Elsanor has chosen Dr. Holger Luttich as Elsanor's next Minister of Domestic Affairs.

A native of Reinhausen, Germany Dr. Luttich is fluent in English, Italian, Dutch, and German. He currently serves as a Teacher and licensed practitioner of Alternative Medicine in Bavaria. Dr. Luttich has been elevated to the title of Baron of Dekalb in reparation for his agreement to serve as Elsanor's newest Minister of Domestic Affairs.

Among the programs Dr. Luttich plans to implement during his tenure are:
Developing a national passtime
Creating visual and musical art competitions (either online or in realtime)
Expediting citizenship applications
Expanding the auction of Noble titles
Development of a course of study dealing with Alternative Medicine at the William Bartram Naval Academy
Aiding Elsanor in achieving the Millennium Development Goals, specifically those dealing with Elsanor's lack of adequate medical facilities.

Elsanor and New Texas Sign Treaty of Peace

The Grand Duchy of Elsanor and the Principality of New Texas have signed a Treaty of Peace.

His Serene Majesty, Eric I, Grand Duke of Elsanor plans to celebrate the signing of the accord by hosting an informal dinner party this evening at 6:00 in Mobile with several of the officers of the Elsanorian Royal Navy to include: Capt. Aubrey, the Commander of the Eastern Flotilla and Minister of Defense; LtCDR Chin, the Minister of Finance; LtCDR Aubrey; and LtCDR Zito.

Sub-Lieutenant Patrick McCleary, Baron of East Horn has been removed from his position as His Serene Majesty's Minister of Domestic Affairs.

HM King Benjamin I of Fergusan state Visit

As commander-in-chief of the Fergusian armed forces, His Majesty King Benjamin I was the guest recently of the United States National Guard at the Kansas State Fair. His majesty met with troops who are scheduled to be deployed in Iraq and expressed his support for their efforts and sacrifice. The King also inspected military equipment on display and posed for photographs next to a Bradley Fighting Vehicle.



During a lighter moment, His Majesty quipped, "We could use a couple of these fighting vehicles in the Queen's Tryst Protectorate." (Queen's Tryst is a Fergusian protectorate which has experienced incursions recently by homophobic intruders atttempting to disrupt Queen Benelea's activties there.) The photographs of this event will be used in connection with the monarch's campaign as an independent write-in U.S. presidential candidate.

Grand Prince of Vikesland makes State Visit to North Dakota

On september 8th the Grand Prince of Vikesland and the Princess travelled to the U.S.A. for an official tour of the city of Minot in the State of North Dakota. They spent the weekend touring the city, shopping and taking in the Scandinavian heritage park. While in the park the Prince gave a speech on how the pioneering spirit of the Scandinavian settlers of North Dakota are similair to the people of Vikesland, in that they are exploring new territory and starting a new life in a new nation. The very name "Vikesland" was created as an honor to the exploritory Vikings and their fearless pursuit of the unknown world.

The Grand Prince has stated "I will soon have a write up and pictures to post on the [vikeslandic.com] website, hopefully by tonight."

Cricket: England defeat India in one-day series decider

England have beaten India by seven wickets in the seventh and final One-Day International of the series at Lord's, London, England. England win the series 4-3.

India, having won the toss, struggled with the bat. Sourav Ganguly was caught at second slip for 15 runs, and Gautam Gambhir was dismissed for 12 runs. Captain Rahul Dravid was caught behind for a duck, while Sachin Tendulkar was given out caught behind by umpire Aleem Dar for 30 runs. Television replays showed that the decision may not have been right, but India were reduced to 59-4. Dimitri Mascarenhas was the best performing England bowler, dismissing Robin Uthappa (22), Yuvraj Singh (28) and Piyush Chalwa (0), finishing with figures of 3-23. Andrew Flintoff, back in the England side after passing a medical test on his ankle, took 3-45. Mahendra Singh Dhoni scored fifty for India, but they were bowled out for just 187 runs.

England's opening batsmen Luke Wright and Matt Prior were both dismissed for ducks by R P Singh in the second over. Despite the early setback England had few problems in reaching the target. Ian Bell was run out for 36, while Kevin Pietersen and Paul Collingwood took England to victory, scoring 71 not out and 64 not out respectively. R P Singh was the pick of the Indian bowlers, taking 2-40.

Cricket: India defeat England in sixth one-day international

India have beaten England by two wickets in the sixth One-Day International of the series at The Oval, London, England.

England suffered early setbacks when Alastair Cook was caught behind for a duck in the first over, followed by Matt Prior falling lbw to Ajit Agarkar soon afterwards. Ian Bell and Kevin Pietersen shared a partnership of 59 runs before Bell was bowled by Piyush Chawla just short of 50 runs. Paul Collingwood made just one run before being run out to leave England on 83-4. Kevin Pietersen and ODI debutant Luke Wright both recorded fifties, with Wright sharing 106 runs with Owais Shah. Shah reached 107 not out, and Dimitri Mascarenhas finished England's innings by hitting five sixes off the last five balls.

Opening batsmen Sachin Tendulkar and Sourav Ganguly started well for India, putting on 150 runs before Ganguly was dismissed in the 23rd over for 53. Sachin Tendulkar reached 94 before being caught off the bowling of Monty Panesar to leave India on 156-2 in the 26th over. Gautam Gambhir and Yuvraj Singh shared a partnership of 53 runs, with Gambhir scoring 47 runs. Rahul Dravid was dismissed for just four, while Mahendra Singh Dhoni scored 35 before being bowled by Stuart Broad. In a tense finish, Robin Uthappa took India to the 317 run target with two balls remaining.

The seven match series is now tied at 3-3. The final match will be played at Lord's, London on 8 September.
