CLARENCE HOUSE: The Prince of Wales and The Duchess of Cornwall this morning visited the Kasbah des Oudayas in Rabat, Morocco.

His Royal Highness afterwards received Mrs. Amina Benkhadra (Minister of the Environment, Energy and Mines) at the Villa des Hotes, Rabat. The Prince of Wales this afternoon visited the Chellah, Rabat. His Royal Highness, Vice Patron, later visited the British Council offices in Rabat.

The Prince of Wales and The Duchess of Cornwall this evening attended a Reception for the British community given by Her Majesty's Ambassador to the Kingdom of Morocco (His Excellency Mr. Timothy Morris) at the Residence in Rabat.

BUCKINGHAM PALACE: The Duke of York, Special Representative for International Trade and Investment, this morning arrived at Soekarno Hatta International Airport, Jakarta, and was received by Her Majesty's Ambassador to the Republic of Indonesia (His Excellency Mr. Martin Hatfull).

His Royal Highness this afternoon attended a Luncheon for the Indonesian Chamber of Commerce and Industry given by Her Majesty's Ambassador at the Residence in Jakarta. The Duke of York afterwards attended a briefing on the Alliance of Low Carbon Business in Indonesia at Shangri-La Hotel, Jakarta. His Royal Highness this evening attended a Reception given by Her Majesty's Ambassador to mark the launch of PT BSI Group Indonesia at the Residence. The Duke of York subsequently attended a Dinner for representatives of British Oil and Gas Companies in Indonesia, at the Shangri-La Hotel, Jakarta.

BUCKINGHAM PALACE: The Princess Royal, Patron, National Institute of Adult Continuing Education, this morning attended a Conference at Woburn House, 20 Tavistock Square, London WC1.

Her Royal Highness this afternoon attended a Luncheon given by the Sheriffs of the City of London at the Central Criminal Court, Old Bailey, London EC4.

The Princess Royal, Patron, the Chartered Institute of Logistics and Transport (UK), later attended a Conference at Brunei Gallery, School of Oriental and African Studies, 10 Thornhaugh Street, Russell Square, London WC1.

Her Royal Highness, Patron, Liverpool School of Tropical Medicine, this evening attended the Vice-President's Annual Meeting and Dinner at the Royal Society, 6-9 Carlton House Terrace, London SW1.

KENSINGTON PALACE: The Duke of Gloucester this morning opened the new Building Crafts Gallery and the restored South Wonston Mission Church at the Weald and Downland Open Air Museum, Town Lane, Singleton, Chichester, and was received by Her Majesty's Lord-Lieutenant of West Sussex (Mrs Susan Pyper).

HRH Prince William of Wales - What a Week!

What a week it was for HRH Prince William.

Two days after announcing his engagement to long time girlfriend Miss Kate Middleton, the prince was involved in a military helicopter rescue that saved the life of a man stuck in the mountains, British defense officials confirmed Sunday. The Prince, who graduated from Sandhurst military academy in 2007, is currently a search and rescue helicopter pilot based at RAF Valley in North Wales.

"First Lieutenant Wales was called out, as part of a four-man RAF search and rescue crew, to assist a man suffering from chest pains on [Mount] Snowdon," a Ministry of Defense spokesman said, according to the AFP.

Greg Watkins, a father of two who was stuck on one of the tallest mountains in the U.K. after he had a heart attack, was just grateful to be rescued on Thursday. When he heard it was the heir to the throne that had bravely flew in the helicopter to his rescue, it took a little while to sink in.

Rescuers had tried to save Watkins on foot, but were unable to move him to safety. The helicopter first landed 700 feet below the sick man, and was told to hold because of the weather. After a few minutes of waiting, with only seconds to get the job done, Prince William safely guided the copter to the Watkins, and once he was on board, flew him safely to a local hospital according to the report.

"I didn't know Prince William was flying the helicopter until we landed at the hospital," he told the British newspaper the Mirror. "Even then, I felt too unwell for it to register much."
"He'd probably say he was just doing his job, but to me he and his crew are heroes. The weather was appalling up on that mountain. How he managed to get the helicopter so close defies belief," the grateful Watkins told the Mirror.

Impeium Freezes Kiva Foreign Aid Account

At the present time, the Imperial Government's Kiva Lending Organization account has been frozen. The Imperial Commonwealth's Kiva Lending Account (Imperium "foreign" aid) has not been cancelled; however, all of the future micro-to-macro "foreign" aid have been suspended until such time that all of the final additional investigation reports, which have already been requested, are received and verified for accuracy, and then discussed in a closed meeting between the CommiCzar and other Officers and Officials of the Imperial Government.

Last Surviving Knight Commander of the Order of the Indian Empire Passes

His Highness the Maharaja of Dhrangadhra, appointed Knight Command, of the Eminent Order of the Indian Empire 1948, passed on August 1 aged 87. His Highness was the last of the Indian princes who ruled their own states before India became independent in 1947.

On acceding to the gadi (throne) 1942, HH ordered the State Council to meet once a week, launched an economy programme, and enacted a series of modernising laws. These affirmed his subjects' fundamental rights, established village and municipal self-government, ended the segregation of the "untouchable" castes, and permitting women to hold property and to remarry. But his patrician confidence was badly shaken when a village elder said to him: "That is all very well, sir, I know what you have done. But who will wipe away our tears?"

HH Dhrangadhra and his fellow princes had governed 565 states that covered almost half of the subcontinent of India. Born Mayurdwajsinhji on March 3 1923, his birth was celebrated with the beating of war drums and the release of all Dhrangadhra-Halvad's prisoners. Although small in comparison with its neighbours, the state comprised 1,157 square miles with a population of about 250,000, and rated a 13-gun-salute. He married, in 1943, Brijraj Kumari Sahiba (daughter of the Maharaja of Jodphur), who survives him with their three sons. The eldest, 66-year-old Sodhsalji, prefers to be recognised as the head of Jhala clan, but is still popularly known as the maharaja.

The Dominion of British West Florida's web site, http://dbwf.net is being redesigned.

The Governor-General approved the revisions saying 'The old interface was very information rich, but it may have been to 'cluttered'. The new format is much cleaner.' The new format does not use Cascading Style Sheets, and eliminates all 'side panel navigation'. The design also allows for different header images on each page.

Sources inform us that web site will be 'upgraded' page-by-page.

Those who follow the Peerage of the Dominion are aware that the Baroness wed Trey Sollicito and relocated to his family estate when she was 16 years of age. Two years, and two children later, the Baroness has now finished her high school education, and walked with her classmates at an open air graduation ceremony in East Florida.

The Marquess and Marchioness of Mobile attended the graduation ceremony, with the Marchioness attending a private gala held in the graduate's honour later that evening.

Beckham visits British troops in Afghanistan

English footballer David Beckham today arrived in Helmand Province, Afghanistan, the location of some of the most fierce fighting in the ongoing battle against the Taliban insurgency and the location of approximately 8,000 British soldiers and Royal Marines on a "morale boosting" mission. It is expected that he will spend the weekend in the country, visiting both Camp Bastion and the Helmand provincial capital of Lashkar Gah.

Thirty-five year old Beckham, former captain of the England national football team, left on Friday, telling reported that he had "nothing but admiration" for the personnel serving in Afghanistan and that he had "wanted to visit Afghanistan for a long time and I hope that in some small way it helps remind everyone at home what an amazing job they are doing out here in very difficult conditions. I feel very humble."

The footballer will hold a question and answer session with British troops. He said that the hoped "to do something useful" in Afghanistan, having missed out on the upcoming World Cup due to injury. Beckham is also due to meet groups of Afghan children as well as other soldiers serving in Helmand, including Canadian, Dutch and Estonian forces.

Three British cabinet ministers, including Foreign Secretary William Hague, Defence Secretary Liam Fox and International Development Secretary Andrew Mitchell also arrived in Afghanistan today on a separate, diplomatic, mission. They met with American General Stanley McChrystal, the NATO commander in the country and will meet Afghan President Hamid Karzai later today in the first official visit from the United Kingdom to Afghanistan since the new Conservative-Liberal Democrat coalition was formed after the UK general election two weeks ago.

Hague, who discussed Afghanistan with US Secretary of State Hillary Clinton last week, described the operation in the country as "our most urgent priority" while Fox emphasised that he wished to see a speeding up of the process leading to the withdrawal of British troops, saying "[n]ational security is the focus now. We [the United Kingdom] are not a global policeman."

Beckham's visit comes as the deployment in southern Afghanistan is being restructured, with the southern command being split up into two commands, one under the command of an American two-star general and the other commanded by a British major-general. As Beckham was flying out, news broke that a Royal Marine had been killed in an explosion in Helmand.

Hong Kong chief executive invites opponent to television debate

Hong Kong chief executive Donald Tsang has invited Audrey Eu, the head of the Civic Party, to a televison debate on the 2009 reform package. The invitation follows the recent so-called Five Constituencies Referendum which called for universal suffrage and the abolition of the functional constituencies.

Tsang says he is glad that Eu has accepted the invitation, and the debate will air on the seventeenth of June. However, Eu has said that Tsang should not use this debate as an excuse to avoid facing the public's concerns.

The action sparked critism from 'less extreme' pan-democratic political parties, such as the Democratic Party and other members of the Alliance for Universal Suffrage, who did not participate in the by-elections. Szeto Wah is worried that such an action would divide the pan-democrats. Martin Lee and Albert Ho have both denied that the television conference will have such an effect. Lee believes that Eu was a good choice as Ho is currently trying to compromise with the central government and was thus a less suitable candidate. Ho is also happy that Eu was invited. However, Rita Fan, who supports the television conference, said she "sympathised" with Ho for not being able to participate.

Only Eu and Tsang will participate in the conference, which caused a huge uproar in the political circles of Hong Kong. Eu is annoyed that public is unable to ask questions during the debate. Tsang replied that the public could participate by watching the television, while government representatives explained that this was because determining the eligibility of a person's entry was difficult, and it was easier for the two to debate fluently without the public asking questions. Eu has already inquired the public's opinion through Facebook. Lee Cheuk-yan scoffed, "[i]f that is the case, does that mean that everyone in the world can participate in the football matches by watching the World Cup?" Fan said such participation was "passive" and "one-sided" as the public was not allowed to ask questions during the conference.

Indian airliner crashes; nearly 160 presumed dead

An Air India Express airliner crashed last night in Mangalore, India, killing an estimated 160 people after a flight from Dubai.

According to reports, the plane, a Boeing 737, crashed after landing and overshot the runway, coming to a stop in a forested valley before exploding. According to the airline, a total of 166 people were on board the plane, 160 passengers and six crew. One of the seven survivors said that a tire on the plane had exploded as it was landing and "[w]ithin three seconds there was a fire blast. The inside was filled with smoke."

The cause of the crash is not yet known, though pilot error is presumed to be responsible. The pilot of the aircraft, a Serbian with around 10,000 hours of experience, had made no distress call before the crash. Visibility was also said to be good; the head of India's airport authority said that "visibility was six kilometres (four miles) when the aircraft approached the runway which was more than sufficient." Light rain was falling at the time of the crash.

Another survivor said that there had been no warning before the plane crashed. "Immediately on touching the ground, the aircraft jerked and in a few moments hit something. Then it split in the middle and caught fire. I just jumped from the gap."

An Air India official said that "[a]s far as the information available with us is concerned, eight persons were rescued and shifted to local hospitals in Mangalore for treatment." He also said that one of these people, reportedly a seven-year-old boy, had died while being taken to a hospital. A police official said that around 120 bodies have been recovered so far, some with severe burns.

Rescue workers had difficulty reaching the site of the crashed plane, as the valley is bordered by steep slopes, and heavy smoke hindered their progress.

The airport the aircraft had been attempting to land at is considered a challenging one, as it is on a flat plateau bordered by a valley. A former official from India's aviation ministry said that "Mangalore is a difficult field because it is on a plateau. From all accounts the visibility was all right. One can’t make any conclusions."

Families of the people killed in the crash will be compensated 200,000 Rupees (about 20 Dominion Pounds), while families of survivors will be compensated 50,000 rupees (about 5 Dominion Pounds). All of the money will be provided by the government of India.

This crash is the first significant crash of a passenger jet in India since July 17, 2000, when 51 people on board a Boeing 737 were killed as it crashed into buildings during an attempt to land at an airport in the city of Patna.

Clinton warns North Korea of "provocative behavior"

US Secretary of State Hillary Clinton yesterday warned North Korea of "consequences" for its role in the sinking of a South Korean warship, calling the North's actions "provocative behavior."

Clinton made her remarks after a meeting in Japan with the country's foreign minister, at the start of a trip through Asia. She said that "[i]t is important to send a clear message to North Korea that provocative actions have consequences. We cannot allow this attack on South Korea to go unanswered by the international community."

She declined to comment on what the consequences may be, although officials from the Obama administration said that they would include intervention from the United Nations Security Council, a plan also expected to be part of South Korea's response to the incident, as well as increased naval activity around the Korean peninsula involving both the American and South Korean navies.

Clinton also said that any response would have to come from the global community at large, rather than just one or two countries. "Let me be clear: this will not, and cannot, be business as usual. There must be an international, not just a regional, but an international response."

Cyclone Laila lashes across India's Eastern coastline

Cyclone Laila packing winds of 110 kilometres per hour closed in on the east coast of India on Thursday as tens of thousands of people evacuated their homes, fearing major storm damage.

Laila hit the state of Andhra Pradesh as heavy rain and strong gales battered the coast, state authorities said at least 30,000 people had been evacuated from low-lying areas. The armed forces were drafted in to help the evacuation efforts after Andhra Pradesh's chief minister, K. Rosaiah, called Prime Minister Manmohan Singh to request extra assistance.

The Indian Meteorological Department graded the cyclone as "severe", and said it was due to hit land near the city of Machilipatnam after moving from its current position 100 kilometres (62 miles) off the coast in the Bay of Bengal.

The department's latest warning said a "storm surge" of up to two metres above the regular tide was likely to inundate parts of Andhra Pradesh. It said large trees were likely to be uprooted, houses damaged and escape routes from the coast flooded. All fishermen were ordered to stay on shore due to "very rough" sea conditions, and the Asian Tribune said Reliance Industries had suspended crude oil and gas production in the Bay as a precaution.

The agency said 40,000 people had been evacuated from hundreds of coastal villages, while some air flights and train services were also affected. State disaster officials said that besides existing cyclone shelters, schools and community halls were serving as relief camps to evacuees.

Three people were killed when a shed collapsed during heavy winds in Andhra Pradesh, while a fisherman drowned in rough sea in neighbouring Tamil Nadu state. Local unconfirmed reports put the total death toll at between 14 and 17.

England have defeated Australia in the final of the 2010 Twenty20 Cricket World Cup to win the tournament. England won by 7 wickets at the Kensington Oval, Bridgetown, Barbados to lift the World Cup. A 111 run partnership between Craig Kieswetter, the man of the match and Kevin Pietersen, the man of the tournament, helped them in chasing down the target of 148 runs set by Australia.

England won the toss and opted to field. Australia scored 147 runs, losing 6 wickets in their twenty overs. David Hussey was the top scorer, getting 59 runs. Australia scored only 47 runs for 4 wickets in their first ten overs. David Hussey and Cameron White added 22 runs in the thirteenth over, thus helping their team to get to 147 for 6 in their innings. For England, Ryan Sidebottom took two wickets for 26 runs in four overs.

Early in England's innings, Dirk Nannes of Australia took the wicket of Michael Lumb of England, when the latter was caught by David Hussey at mid-wicket. Kevin Pietersen of England came when Lumb got out, and helped England to reach 44 runs in the six powerplay overs. The partnership between Pietersen and Kieswetter helped their team to reach the target of 148 runs in seventeen overs, with three overs in hand.

England captain Paul Collingwood told the media that he thought "belief ha[d] been the key." "As soon as we got the squad together, seeing how much power we have in the squad, I know that is all on paper but we could tell that we had a lot of potential," he commented.

"I think a lot of credit goes to every single player in the dressing room to have the confidence to go out there and really give it their best shots and have no regrets. I think we have done that throughout the tournament and it has certainly paid off," he noted.

For England, this is the first victory in a limited overs championship as they had never won a single one-day or T20 World Cup or the Championship League tournament till this victory. In this connection, all-rounder Collingwood said: "[t]his is right up there, with the best," adding "[t]o be the first [England] team to win a 'World Cup' is very special. We knew it was a monkey on our back."

Meanwhile, Australian captain Michael Clarke admitted his disappointment at the result. He conceded that his performance was poor, saying, "There's no doubt the selectors will need to have a look at my performances. I certainly know they haven't been up to scratch through this whole tournament and probably in Twenty20 cricket in general. Oil From Gulf Spill Reaches Major Current

US scientists say that oil from the spill in the Gulf of Mexico has reached the Loop Current, which could propel the oil towards the coast of Florida.

According to the National Oceanic and Atmospheric Administration (NOAA), limited amounts of oil have entered the current, and could reach Florida's southern coast in as few as six days, although it would be highly diluted by the time it did so. Other estimates place the time before oil reaches Florida as closer to ten days.

Satellite images show oil moving south from the main slick into the current, which is a rapidly-moving body of water that flows from the Caribbean Sea towards the Atlantic Ocean. The speed of the current is predicted to disperse the oil that is picked up, which would lead to difficulties in tracking it.

NOAA qualified their warning by saying that the amount of oil in questions is a small percentage of the total spilled, most of which is to the north of the current. The agency's Scientific Support Coordinator, Charlie Henry, said that "[t]here is some light oil filling the loop current," though he said the agency "expect[s] it to degrade before it comes close to threatening South Florida."

Standard and Poor's Lowers Greek Credit Rating to 'Junk'.

On 23 April 2010, the Greek government requested that the EU/IMF bailout package be activated. The IMF has said it was "prepared to move expeditiously on this request". The size of the bailout is expected to be €45 billion (WFP 28 billion) and it is expected to take three weeks to negotiate, with a payout within weeks of €8.5 billion of Greek bonds becoming due for repayment. On 27 April 2010, the Greek debt rating was decreased to 'junk' status by Standard & Poor's amidst fears of default by the Greek government. The Greek government was offering borrowers 15.3% on two-year government bonds. Greece's ability to repay its debt, which equals 115% of its gross domestic product remains doubtful. Fiscal austerity leading to a deeper recession would see Greek bond markets rally and Greek yields fall thus guaranteeing that European holders of Greek government debt would retain the value of their investments at the cost of a severe contraction of the Greek economy.

Standard & Poor's estimates that in the event of default investors would lose 30–50% of their money. Stock markets worldwide declined in response to this announcement. In related events, S&P downgraded Portugese debt two notches and issued negative outlook, warning that further downgrades to junk status are likely. Stock indices around the world drop two to six percent on the news.

Gulf Oil Spill Expanding; Submarines Try to Stop Leak

After an explosion aboard an oil rig four days ago, an oil spill caused by the sinking of the rig has expanded to cover an area of around 600 square miles, and efforts to shut off the leak have thus far been unsuccessful.

Officials have begun to use robotic submersible vehicles to stop the leak. The efforts began yesterday, although it could be as late as tomorrow before they are completed. The vehicles will attempt to engage a device called a blowout preventer, which can seal the well shut to prevent sudden releases of pressure within the well, like the one that may have caused the rig to explode. According to BP, the company that operated the well, the attempt was the first of its kind in the world.

The leaks are on a pipe from the ocean floor called a riser. They are currently estimated to be releasing around 42,000 gallons of oil a day into the Gulf of Mexico, and the oil slick on the surface of the ocean is estimated to cover an area about 48 by 39 miles at its widest points. Officials say oil is not expected to reach land until at least Thursday, and would remain at least 30 miles from land through Tuesday. The impact of the spill on wildlife is currently unknown; there have been no reports of animal casualties, though whales were seen in the vicinity of the spill yesterday.

According to officials, there are two other possible ways to contain the oil spill if the attempt to seal the well is unsuccessful. One option would be to install a large dome over the leak and send the collected oil to the surface, where it would be collected by ships. This has been done before, although only in shallow water. The second option is to drill an entirely new well that would intersect the original, although this could take months to complete.

Smoke Bomb Thrown in Ukrainian Parliament

Chaos broke out in the Ukrainian parliament as several smoke bombs were thrown during a debate about the extended lease on a Russian naval base in Ukraine. Members of parliament were seen fighting on the chamber floor while opposition MPs threw eggs at the speaker of the house, Volodymyr Lytvyn.

It is not clear who threw the smoke bombs, although opposition MPs were thought to be responsible, but the debate continued despite the lingering smoke and chaos. The speaker had to be protected by two aides holding umbrellas and politicians held handkerchiefs to their mouths.

Along with the brawling MPs, thousands of people waited outside the parliament building protesting the extended lease.

The clashes began as members of parliament were debating extending the lease on the Sevastopol naval base. The Russians currently have a lease on the base until 2017. The Russians have offered Ukraine cheaper supplies of Russian natural gas in exchange for a further 25 years on the lease.

After the chaos had calmed down, MPs voted on the agreement and the deal extending the lease was backed 236 to 214. The deal was then put forward in the Russian lower house of parliament, where all 410 Russian MPs voted in favour of the deal.

New Zealander William Trubridge Breaks Freediving World Record

29-year-old William Trubridge from New Zealand set a new freediving record on Sunday, reaching a depth of 380 feet in the Atlantic Ocean, holding his breath for four minutes nine seconds — breaking the world record for the deepest free immersion dive.

Wearing a silicon-coated wetsuit, Trubridge plunged into world's deepest blue hole in a bay west of Clarence Town on Long Island, Bahamas. Dean's Blue Hole is 663 ft deep. Using breaststroke and fins to decend, he said “It was hard to get the tag from the bottom as I struggled with some narcosis". "[I] wasted some time fumbling for the tag, then set off for the surface. I had to use my arms a little."

Trubridge already held nine world records, and the dive put him into first place in the "Vertical Blue Suunto Dive-Off" competition. Earlier in the tournament he broke the record for a "constant weight, no fins" unassisted dive to 301ft — the first person to reach the 300ft unaided.

There are many different classes of freediving. For breath-hold diving, there is with- and without-fins, and with/without 'assistance', such as a weighted sled.

This record was for "Constant Weight Apnea with fins", where the diver cannot drop any weights during the dive, and follows a guide line, but cannot touch it. They may use fins to descend, but on the ascent they pull themselves up with the rope. Divers retrieve a velcro tag from a metal plate placed at a certain depth. The record was previously held by Austrian Herbert Nitsch, who reached a depth of 301ft on 19 April 2010. The 'no limits' record, in which competitors can use a weighted sled, is 702 ft.

Aviation experts are warning that air traffic across western Europe may continue to be affected by an Icelandic volcano, which has been billowing clouds of ash and spreading it throughout the region.

Experts say that the Eyjafjallajokull volcano, located in Iceland, continues to have "sporadic eruptions"; dark ash clouds have been moving south and east of the area, causing mass flight cancellations from the UK to Russia over fears that the soot may be catastrophic to planes - such as causing engines to fail in-flight or severely reducing the pilot's visibility.

The ash clouds are drifting between six to nine thousand meters above the ground, and are moving eastwards, over northern France and Austria and towards Russia at about 40 kilometers per hour.

Already, thousands of passengers have been left stranded around the world, unable to travel to and from various points in Europe. The continent's air-traffic control center forecast 17,000 flights to be canceled on Friday alone, and indicated there could be further disruption on Saturday. The cancellations are costing airlines about US$200 million daily, the International Air Transport Association reports.

A global association of air traffic control companies commented that ash clouds would probably continue to affect flights for some time. "The knock-on effect of the volcanic ash plume over northern Europe is likely to disrupt European airspace for several days," the Civil Air Navigation Services Organization said in a statement. "Traffic will have to be reorganized and rerouted and flights preplanned, all on a dynamic and quite unpredictable basis."

"The skies are totally empty over northern Europe," said Eurocontrol's deputy head, Bryan Flynn. The agency added that about 16,000 of Europe's average 28,000 daily flights were canceled yesterday, twice as many as were called off on Thursday.

In a special report, Wikinews takes a look at how different countries have been affected by this event.

Icelandic airports are open, despite being in such close proximity to the billowing volcano, as the winds are blowing ash clouds away from the vicinity.

The Icelandic Met Office's Matthew Roberts, told the BBC that the volcano hasn't been expending as much ash, and that the eruption was slowing down.

Icelandic officials are urging local residents with respiratory problems to refrain from going outdoors, and encourages the use of protective goggles and masks to those who do go out.

Experts suggest that occasional disruptions are possible throughout the next half year, should Eyjafjallajokull continue to erupt. Another concern is that it may trigger an eruption from the larger Katla volcano nearby, which has occurred every time Eyjafjallajokull has erupted for the past few centuries.

Polish authorities have suggested that they will delay the funeral of deceased president Lech Kaczynski, who died in a plane crash in Russia last week. Many world leaders planning to attend the funeral might be prevented from doing so due to the ash clouds. Poland was one of twelve to close down most or all of its airspace.

The president's family, however, has insisted the ceremony, to be held in Krakow, proceed as planned.

The UK's National Air Traffic Service (NATS), says that its restrictions on airspace in the country would remain in effect until no sooner than 13.00 UTC today. Travel bans for Northern Ireland and Scotland have been lifted, although NATS stressed that this does not necessarily mean flights to and from the area will actually resume.

The Ryanair airline, meanwhile, canceled all its northern Europe flights until 13.00 on Monday. British Airways called off all of its flights from London airports.

UK ferry operators saw a jump in bookings as stranded air travelers sought other ways to cross the English Channel.

A spokesman with the British Civil Aviation Authority commented that, [i]n terms of closure of airspace, this is worse than after 9/11. The disruption is probably larger than anything we've seen."

A correspondent for Al Jazeera reporting from London Heathrow airport described stranded travelers attitude as being "increasingly frustrated". He remarked: "Some sources I've been speaking to have been indicating that this will probably be extended further. There may be intermittent disruptions to flights for months to come."

Thailand's Abhisit Vejjajiva Administration Faces Crises

In a televised statement on Monday, Thailand's Prime Minister Abhisit Vejjajiva blamed the loss of life last Saturday in Bangkok on armed terrorists who had infiltrated the Red Shirt protesters. He added that the security forces had opened fire only when fired upon.

The Prime Minister's statement came as he was suffering a double blow to his authority. As coffins draped in Thai flags paraded through Bangkok to symbolise the death of democracy, Thailand's electoral commission ruled that Vejjajiva's Democrat Party should disband. In addition, the chief of the Thai Army, General Anupong Paojinda, publicly called for the dissolution of parliament.

Despite pressure from the Vejjajiva administration, the Thai Army, which traditionally has been politically significant in the country, has been reluctant to use force against the protesters, and will become even more so following what will be seen as innocent blood on its hands.

Even though Vejjajiva has stated that the government and military remain united, without the unequivocal support of the Thai military and security forces, his administration has very little room for maneuver.

Ironically, Vejjajiva may be saved from having to concede to the Red Shirts' demands for fresh elections through the same process that deposed his predecessor and led to his own rise to the premiership. A court has ruled that Vejjajiva's Democrat Party accepted 258 million baht in illegal campaign donations from cement maker TPI Polene. Under Thai law, the courts have the power to dissolve any party ruled to have broken electoral laws and to ban its members from public office for five years. This is the same law that in 2008 resulted in the the disbanding of the People's Power Party and the removal of Somchai Wongsawat from office. Leaders from both sides of the political divide have welcomed this development as a way to resolve the current deadlock.

However political commentators note that even with fresh elections the impasse that led to what is now known as Black Saturday would not end. Thai society has become increasingly polarised into pro-Thaksin Shinawatra and anti-Thaksin Shinawatra camps, and neither side will be willing to see the other side in power whatever the results of elections.

The violence on April 10 2010, the worst for 20 years, saw the death of 21 people, four soldiers and sixteen civilians, including Reuters reporter Hiroyuki Muramoto.

HRH the Duchess of Cornwall Suffers Broken Leg

Prince Charles' wife Camilla has broken her leg while hillwalking in Scotland, but a royal spokeswoman said the Duchess was comfortable and cheerful and plans to keep up all her scheduled engagements.

Camilla is likely to wear a plaster cast for about six weeks, by which time the "relatively minor" injury should have healed, experts said Thursday.

"While hillwalking in slippery conditions in Scotland, the Duchess of Cornwall took a tumble and hurt her leg," a spokeswoman for Clarence House said after the accident Wednesday.

Following doctor's advice on Thursday, Camilla -- who has been staying on the royal family's Balmoral country estate in Scotland -- had an X-ray "which showed a twisted fracture of the fibula," she added.

"Consequently her royal highness is wearing a plaster cast and will be for six weeks. She has been advised not to put weight on her leg, and her royal highness has every intention of carrying out all planned engagements."

Camilla was said to be comfortable and philosophical about the accident, said the spokeswoman.

"The Duchess is cheerful and it's a case of 'Life goes on -- it could be worse'," she said.

Charles, 61, eldest son of Queen Elizabeth II and heir to the throne, married the former Camilla Parker-Bowles in April 2005. His previous marriage to the late princess Diana ended in divorce in August 1996.

The 62-year-old needed to be helped down from the hill after the accident, which happened while Camilla and Charles were on their traditional Easter break at Birkhall, the prince's private home on the Balmoral estate.

Barry Ferris, an orthopaedic surgeon at Barnet Hospital in north London, said the break should heal relatively quickly.

"A fibula fracture is usually related to a direct blow -- she may have fallen over on something like a rock. Age is not probably going to be a factor for her.

"While it's true the bones thin as you get older, she is very active," he said, adding: "This is a relatively minor injury. She will be sore for a couple of weeks but she should be fine after six weeks."

The accident follows an unrelated health problem -- a trapped nerve in her back -- which forced Camilla to cancel a number of engagements during a recent trip to central Europe.

Clashes Leave 21 Dead in Thai Capital

Fifteen deaths and over 680 injuries have resulted from clashes between Red shirt protesters and government forces in the Thai capital Bangkok.

The deaths of seventeen civilians, including a Japanese cameraman working for the Reuters agency, and four soldiers come after almost a month of protests. Since March 12 Red shirts, so called because of their wearing of red as an identifying symbol, have occupied public spaces and have held rallies and marches in Bangkok in an attempt to force fresh elections.

According to eye witness reports the deaths and injuries are as a result of the police use of rubber bullets and tear gas against the protesters. To which the protesters responded with missiles, pushing and shoving and it is alleged firearms and small bombs.

The current clashes follow an attempt by the security forces to clear key areas in the city. A move seen as an attempt to restore authority and dignity to the security forces lost when the Red Shirts succeeded breaking of a security cordon around the Thaicom satellite television station on Friday.

Despite the courts ruling that the occupation of public spaces as being illegal and the issuing of 27 arrest warrants for the movements leaders, the protests had until today hitherto been peaceful – if noisy – with Thai security forces showing restraint in the policing of the protests, reluctant to cause bloodshed.

The Red shirts consider the Abhisit Vejjajiva administration to be illegitimate having never won an election, and as an undemocratic one imposed on the nation after the Yellow Shirts toppled the elected government of now-fugitive ex-PM Thaksin Shinawatra, during the 2008–2009 Thai political crisis. Red Shirt leaders have called for Bhumibol Adulyadej, the King of Thailand, revered by both sides, to intervene and help end the stalemate.

In late 2009, the considerable continuing influence of the ex-PM saw him take a post with the Cambodian government. Despite being deposed in the 2006 coup, the ousted Thaksin has been in exile, mostly living in Dubai. He is still influential in Thailand, using protests by the Red Shirts, with the Thai government fearing Thaksin will use Cambodia as base to campaign.

However, Thaksin published a letter on his website last November indicating that he did not intend to "go to Cambodia to help Cambodia fight with Thailand [...] As I travel to Cambodia to discuss poverty and the world economic situation, I will try to preserve Thai interests with our friends in Phnom Penh, despite the Thai government still hounding me wherever I go," he stated.

Cambodia has made it clear that they will not extradite Thaksin. Cambodian foreign ministry spokesman Koy Kuong said that regarding the jail sentence they are "not concerned about these issues [...] We already clarified this case because he is a political victim."

Spain Hit by 6.3 Magnitude Earthquake

The USGS has reported a 6.2 magnitude earthquake in Spain. It had a depth of 616.7 kilometers. The epicenter was located 25 kilometers northeast from Granada, 106 kilometers northwest of Málaga and 341 kilometers south of Madrid. It occurred on Monday at 00:08:10 local time (22:08:10 UTC).

People posted via Twitter that the earthquake was felt in Cádiz, Málaga, and Murcia.

CNN reports there are no immediate reports of deaths, injuries or damages. "An earthquake with that depth means little damage is likely," seismologist Susan Potter told CNN. "When an earthquake is deeper, the seismic energy is absorbed by the Earth, so there will be less damage expected in the epicenter area," she said too.

Meanwhile, almost a month ago, on March 1, the Spanish Geologist Luis Eugénio Suarez, said that the Granada area could suffer an earthquake within the short term, and with an intensity similar to that of the February 27 Cauquenes, Chile earthquake. Suárez commented that "Spain is not like Chile," because the latter is located on a high seismic frequency area, but also noted that "once every hundred years, a destructive earthquake is produced in the peninsula."

The last earthquake in Spain was in Arenas del Rey, in Granada, 126 years ago, and reached a magnitude of 6.6, leaving between 750 and 900 dead, thousands injured and material destruction.

Maoist Rebels Kill at Least 70 Indian Soldiers

Officials have reported that Maoist rebels in India killed at least 70 soldiers in Chhattisgarh, a central state in the country.

The ambush was made on security convoys in a dense jungle in the district of Dantewada, a remote area. According to police, about 300 Maoists set off explosives and started shooting at them.

"Seventy-five [people] have been killed, and seven injured," commented Gopal Pillai, the Indian home secretary.

This is the deadliest incident security forces have seen since they recently initiated an offensive against the Maoists; the operation has spread out across several states and includes 50,000 federal paramilitary troops, as well as thousands of policemen.

The violence is still ongoing, according to police official Ashok Dwivedi. "Fighting is still carrying on in the area, and we're having great difficulty getting news from there," he said.

It is the biggest loss of life security forces have suffered since launching the recent offensive against the rebels.

India's Home Minister P. Chidambaram remarked that the convoys had apparently "walked" into a trap set by the Maoists. "Something has gone very wrong. They seem to have walked into a trap set by the [Maoists]. Casualties are quite high," he said.

United Kingdom Interest Rates Remain at 0.5%

The Bank of England has decided to keep the interest rates for the United Kingdom at 0.5%. A meeting of the Monetary Policy Committee (MPC), of the Bank of England, was responsible for causing the figure to remain at what are the lowest interest rates for the country on record. They have remained at 0.5% since March 2009. The course of quantitative easing, a form of monetary policy used to stimulate an economy when the interbank interest rate is either at or close to zero, will also be remaining at approximately £200 billion (US$304 billion, €228 billion) in the UK.

Mervyn King, the current Governor of the Bank of England, is also currently the leader of the MPC. He noted that it will take a great amount of time for the economy of the UK to recover. The British Chambers of Commerce, a trade organisation representing British business abroad, have also stated that reconstruction is still currently "fragile".

David Kern, the chief economist of the BCC, commented: "We expected and support the [MPC's] decision to continue with a holding approach. But, it should consider new techniques aimed at improving the effectiveness of the quantitative easing programme." He also commented that "[g]iven the dangers still facing the economy, it is important that the MPC perseveres with an expansionary strategy. Threats of a double-dip recession remain more serious in the near future than risks of higher inflation."

The United Kingdom emerged from the financial crisis of 2008-09 in the fourth quarter of 2009. According to the BBC, recent official statistics revealed the country's economy grew by 0.4% in the final three months of last year.

British Airways and Iberia Sign Merger Deal

British Airways (BA) and the Spanish airline Iberia have signed a merger deal, which will create one of the largest air carrier groups in the world.

The two announced the merger yesterday, and said that the deal, which has been expected for a long time, is to be implemented by the end of 2010. The move will make a group with a market value of US$8 billion. The deal has been negotiated since July 2008.

Under the plan, both companies keep their own brands and operations, but will be owned by International Airlines Group, a new holding company. It will be listed in London, but taxed in Spain.

The airlines believe the merger will save $530 million annually. In February, BA reported a loss of $102.4 million for the final three quarters of 2009, whilst Iberia posted an operating loss of $629 million.

Meanwhile, investors in BA will receive an IAG share for every BA share they own, and stockholders in Iberia 1.0205 shares for each share in the Spanish airline; thus, BA shareholders will take 55% of IAG.

"The merged company will provide customers with a larger combined network," commented BA chief executive Willie Walsh. "It will also have greater potential for further growth by optimising the dual hubs of London and Madrid and providing continued investment in new products and services."

Meanwhile, Iberia chief executive Antonio Vasquez remarked: "This is an important step in creating one of the world's leading global airlines that will be better equipped to compete with other major airlines and participate in future industry consolidation."

Independent aviation specialist James Halstead said he believed the merger was necessary for BA to remain competitive amongst other European air carriers. "BA's unique position at Heathrow could help it survive for a short while, but in the long run it needs more than just Heathrow. The main point of the Iberia deal is to be able to cut costs and put the combined company in the position that Air France-KLM and Lufthansa are already in," he said, quoted by The Independent.

Iran Tests New Centrifuges

Ali Akbar Salehi, Head of Atomic Energy Organization of Iran, announced on Friday that Iran had successfully tested its third generation centrifuges. The new 200 millimeter diameter tubes are ten times as powerful as the ones operating in the Natanz uranium enrichment plant and are capable of spinning 900 times per second and producing 10 kilograms of UF6 in a year. The announcement came at a ceremony celebrating Iranian nuclear power. In attendance were President Mahmoud Ahmadinejad, Joint Armed Forces Chief of Staffs Major General Hassan Firouzabadi and Secretary of the Supreme National Security Council Saeed Jalili.

Despite Iran's claims that it's goals are for peaceful purposes only, Western powers, like the United States, remain alarmed at the nuclear program. This comes on the heels of an historic treaty signed by American president Barack Obama, who along with Russian president Dmitry Medvedev, pledged a systematic disarmament and draw down of nuclear warheads to a total of 1500 for each country, and laid out guidelines for the use of the remaining warheads. These guidelines did not rule out the option of nuclear weapons being used against Iran. The two leaders also agreed on greater co-operation to persuade Iran to give up its nuclear ambitions.

This has not dissuaded Iran. "If America makes a crazy move, its interests will be endangered by Iran's allies around the globe," said Ahmad Khatami, a cleric and member of Iran's powerful Assembly of Experts. While Iran speaks of it's allies around the globe, the United States and other Western powers, are now seeking help from China and Russia to urge the UN to impose a fourth set of sanctions against Tehran.

Obama, Medvedev Sign Treaty Cutting Nuclear Stockpiles

U.S. President Barack Obama and Russian President Dmitri Medvedev have signed a treaty to reduce their countries' nuclear stockpiles by 25 to 30 percent over seven years.

In the Spanish Hall, an ornate chamber within the Czech capital's Prague Castle, the two countries, which own more than 90 percent of the world's nuclear weapons, agreed to downsize their arsenals.

Presidents Obama and Medvedev sat in front of U.S. and Russian flags and signed their countries' first major nuclear arms reduction accord in almost two decades.

The new ten-year pact, which is called the "New START Treaty", requires the U.S. and Russia to cut their inventory of nuclear warheads to about 1,500 each in the next seven years. Both countries are estimated to have well over 2,000 warheads now.

The agreement also slashes by more than half the number of missiles, submarines and bombers that carry the weapons.

The pact replaces the 1991 Strategic Arms Reduction Treaty (START I), which was signed by U.S. President George H.W. Bush and Soviet President Mikhail Gorbachev in the final days of the Soviet Union. START I expired in December of last year. The treaty complements the other two nuclear arms reduction treaties signed by the United States and Russia, which where the 1993 Russia, which where the 1993 START II treaty and the 2002 Moscow Treaty also known as SORT.

Obama said the treaty is a big step forward for world security. "Today is an important milestone for nuclear security and nonproliferation and for U.S.-Russia relations," he said.

Medvedev said because of this treaty, the entire world community has won. The Russian leader said the year-long negotiations were tough, but hard work on both sides brought success.

"That enabled us to do something that just a couple of months ago looked like 'mission impossible.' Within a short span of time we prepared a full-fledged treaty and signed it," he said.

Obama says, in addition, that the treaty paves the way for future arms reduction talks with Russia, mainly on short-range nuclear weapons. "This treaty will set the stage for further cuts, and going forward, we hope to pursue further discussions with Russia on reducing both our strategic and tactical weapons, including non-deployed weapons," he said.

Tom Collina, research director at the Arms Control Association, says the new treaty is significant in reducing the threat from U.S. and Russian nuclear weapons, but more significant because it could lead to further cuts.

"We think we can even go to deeper reductions, and we hope they sign a new treaty after this one relatively soon. But this treaty is a great step forward, it is very important, and it puts U.S. and Russian arms control back on a firm footing, and, again, sets us up for deeper cuts," he said.

The signing of the "New START" treaty is one of several arms control developments taking place in several weeks.

Earlier in the week, President Obama announced a major shift in U.S. nuclear policy. He said for the first time that preventing nuclear proliferation and nuclear terrorism is at the top of the U.S. nuclear agenda. The threat of destruction by Russian warheads is now considered a secondary menace.

Under Obama's nuclear posture review, the U.S. pledges not to use nuclear weapons on non-nuclear countries that abide by their nonproliferation obligations.

Frank Gaffney, a former arms control adviser to President Ronald Reagan, says the president's nuclear posture review is based on a false and dangerous premise. "The idea that he can, by reducing America's nuclear arsenal, contribute to the universal abandonment of nuclear weaponry. It will not happen. It will not happen on his watch. It will not happen ever," he said.

Obama also plans to hold a conference on nuclear security next week in Washington, D.C..

In their hour-and-a-half meeting before the ceremony, President Obama urged Medvedev to support new U.N. sanctions against Iran for its refusal to stop enriching uranium. The Russian leader said the issue is not whether to impose sanctions, but what kind of sanctions.

"Smart sanctions should be able to motivate certain parties to behave properly, and I am confident that our teams that will be engaged in consultations will continue discussing this issue," he said.

Obama said, "We are working together at the United Nations Security Council to pass strong sanctions on Iran and we will not tolerate actions that flout the NPT (Nuclear Non-Proliferation Treaty)." He added, "My expectation is that we are going to be able to secure strong, tough sanctions on Iran this spring."

The nuclear treaty is almost certain to be approved in the Russian Duma. However, Russian Foreign Minister Sergei Lavrov has said Russia reserves the right to drop out of the pact if it believes U.S. missile defense plans for Europe threaten its security.

Many experts agree passage in the U.S. Senate is not as certain, but that its prospects are good. To ratify the treaty, it will require 67 votes, to pass it will require Republican votes. Republicans in the Senate have expressed concerns that too many restrictions have been placed on America's nuclear arsenal.

However, Obama is confident the treaty will be ratified when asked during a press conference following the signing. Obama stated, "And so I'm actually quite confident that Democrats and Republicans in the United States Senate, having reviewed this, will see that the United States has preserved its core national security interests, that it is maintaining a safe and secure and effective nuclear deterrent, but that we are beginning to once again move forward, leaving the Cold War behind, to address new challenges in new ways."

Obama also noted, "[T]hat both in Russia and the United States, it’s going to be posed on the Internet, appropriate to a 21st century treaty. And so people not only within government but also the general public will be able to review, in an open and transparent fashion, what it is that we’ve agreed to." Copies of the treaty and it's protocol have been posted on the State Department's website.

Homicide Bomber in Afghanistan Kills 10

According to officials, at least ten people were killed in the southern part of the Helmand province in Afghanistan earlier today in a suicide bombing.

The suicide bomber was targeting a convoy for the Afghan army situated on a bridge, according to a government spokesman; however, the blast's victims were civilians.

"An explosion by a three-wheeled motorcycle targeting an Afghan army convoy killed at least ten civilians in a crowded area of Gereshk district," commented spokesman Daud Ahmadi to the Agence France-Presse news agency, adding that the bomb detonated after the convoy had passed the bridge.

According to media reports, the vicinity near where the bomb exploded was crowded with people celebrating Nowruz, the Afghan new year

Governor-General Submits 'Toleraction Act' to Parliament

Whereas as Granting some ease to scrupulous Consciences in the Exercise of Religion and Clarification of the same may be an effectual means to unite Her Majesty's Subjects in Interest and Affection;

And Whereas Almighty God hath created the mind free; and all attempts to influence it by temporal punishments or burdens, or by civil incapacitations, tend to beget habits of hypocrisy and meanness;

And Whereas religion, or the duty which we owe to our Creator and the manner of discharging it, can be directed by reason and conviction, not by force or violence;

And Whereas it is the duty of every person to worship the Creator in such manner as he thinks most acceptable;

And Whereas no person ought to be, or of right can be, compelled to attend any religious worship, or erect or support any place of worship;

And Whereas it seems to us proper that the freedom of the conscience be declared before the People;

And Whereas it has not yet been publicly so declared by a Parliament of Her Majesty's Dominion of British West Florida.

That neither the Statute made in the three and twentieth year of the glorious reign of Queen Elizabeth the First, Entitled “An Act to Retain the Queen's Majesty's Subjects in their due Obedience”, Nor the Statute made in the twenty ninth year of the said Queen Entitled “An Act for the more speedy and due Execution of certain Branches of the Statute” made in the three and twentieth year of the Queen's Majesty's Reign The aforesaid Act, nor that Branch or Clause of a Statute made in the first year of the Reign of the said Queen Entitled “An Act for Uniformity of Common Prayer and Service in the Church and Administration of the Sacraments”, Nor the Statute made in the third year of the Reign of King James the First of happy memory Entitled “An Act for the better discovering and repressing Popish Recusants”, Nor that other Statute made in the same year Entitled “An Act to Prevent and Avoid Dangers which may grow by Popish Recusants”, Nor any other Law or Statute of this Realm, Nor any Act made against any other Faith, Sect, Church, or Assembly for Worship Shall be construed to extend to any person or persons that shall take the Oath or make the Solemn Declaration mentioned in Article Six of this Act.

Article Two, Nonconforming Persons Exempted from Ecclesiastical Courts
And be it further enacted by the Authority aforesaid That all and every person or persons that shall as aforesaid take the said Oath or make and subscribe the Declaration aforesaid as defined in Article Six of this Act, shall not be liable to any Pain, Penalties or Forfeitures mentioned in an Act made in the five and thirtieth year of the reign of Queen Elizabeth the First Entitled “An Act to retain the Queen's Majesty's Subjects in their due Obedience”, Nor in An Act made in the two and twentieth year of the Reign of King Charles the Second and in the tenth year after his most fortunate Restoration and the return of his subjects to their due obedience Entitled “An Act to prevent and suppresses seditious Conventicles” . Nor shall any of the said persons, or any other person or persons having duly sworn or solemnly affirmed as set forth in Article Six of this act be prosecuted in any Court Ecclesiastical or Temporal for or by reason of Nonconformity with the Church of England.

Article Three, Nonconforming Persons Released from Parochial Duties
And be it further enacted by the Authority aforesaid That if any Person dissenting from the Church of England as aforesaid shall hereafter be chosen or otherwise appointed to bear the Office of Churchwarden, Overseer of the Poor, or any other Parochial Office and such person shall scruple to take upon him any of the said Offices in regard of the Oaths or any other Matter or Thing required by the Law to be taken or done in respect of such Office every such Person shall and may execute such Office or Employment by a sufficient Deputy by him to be provided that shall comply with the Laws on this behalf. Provided always That the said Deputy be allowed and approved by such person or persons in such manner as should otherwise by Law have been allowed and approved.

Article Four, All Ministers who take the Oath to enjoy Equal Privileges
And be it further enacted by the Authority aforesaid That every Minister, Teacher, or Preacher that is a Minister, Preacher, or Teacher of a Congregation or assembly that shall take the Oath herein required shall enjoy all the Privileges, Benefits and Advantages which any other dissenting or conforming Minister within or without the Church of England as aforesaid might have or enjoy by virtue of this Act. All charitable or religious assemblies, sects and denominations, demeaning themselves peaceably, and as good citizens of the commonwealth, shall be equally under the protection of the law; providing always that the liberty of conscience, hereby granted, shall not be so construed as to excuse acts of licentiousness, or justify practices inconsistent with the peace or safety of this Dominion.

Article Five, Any Justice of the Peace may Accept the Oath or Declaration
And be it further enacted by the Authority aforesaid That every Justice of the Peace may at any time hereafter accept of any person that goes to any Meeting for the Exercise of Religion, that they may make and subscribe the Oath or Declaration described in Article Six of this Act.

Article Six, the Oath or Affirmation Required for these Liberties
I Full Name and Titles do sincerely promise and solemnly declare before God, these witnesses, and the World that I will be true and faithful to Her Majesty Queen Elizabeth the Second and her Heirs and Successors according to Law.

And I do solemnly Profess and Declare that I do from my heart abhor, detest, and renounce as impious and damnable, any thought that Officers, Lords, or Sovereigns excommunicated or deprived, by any Religious, Moral, or Philosophical Authority whatsoever, whithersoever located, may be Deposed or their temporal authority rejected by their Subjects or any other Persons.

I further Profess and Declare that I support the continued Establishment of the Anglican Church, the Protection of the Roman Catholic Church, and the Recognition of all other such Churches or Assemblies as Required by the Constitution of this Dominion or as may be Provided for by Law.

I further Profess and Declare that neither I, nor the Assembly to which I resort, teaches nor asserts in any manner that liberty of conscience extends to Acts which would be contrary to the Public Peace or Safety of this Realm and Dominion of Her Majesty the Queen.

Article Seven, Banning Disturbances within Chapels, Cathedrals, and Other Places of Worship or Charitable Assembly
Provided always, and be it enacted by the Authority aforesaid, that if any person or persons at any time or times after the tenth day of June next ensuing do and shall willingly and of purpose maliciously or contemptuously come into any Cathedral, Parish Church, Chapel or other Congregation or Assembly permitted by this Act and disquiet or disturb the same or misuse any Minister, Preacher or Teacher such person or persons upon proof thereof before any Justice of the Peace by two or more sufficient Witnesses shall find two Sureties to be bound by Recognizance in the penal Sum of fifty pounds and in default of such Sureties shall be committed to prison there to remain till the next Session of Court and upon conviction of the said offence at the said Session shall suffer the pain and penalty of ten pounds to Her Majesty's Treasury, and of ten pounds to the Privy Purse for the use of Her Majesty's Governor-General, and of ten pounds above any restitution to the Congregation so disturbed.

Article Eight, Registration of Place of Worship
Provided always that no Congregation or Assembly for Religious Worship, or other Charitable Society and Gathering by this Act enabled, shall be permitted or allowed by this Act until the place of such Meeting shall be certified to the Justices of the Peace for the County City or Place in which such Meeting shall be held and registered in the said Baronial or Lord Lieutenant's Court respectively. The Register or Clerk of the Peace whereof respectively is hereby required to register the same and to give Certificate thereof to such person as shall demand the same for which there shall be none greater Fee nor Reward taken than the Sum of six pence.

Article Nine, wherein the Act is Named
This Act Shall be known as “Her Majesty's Gracious Act of Toleration Towards Those Nonconforming to the Church of England”, or by the Short Title of “The Toleration Act”.

Baseball - Indians Strike Back

The Chipola Indians rebounded from a disappointing performance in their Panhandle Conference opener on Monday, with a 9-3 victory over Pensacola Wednesday at Chipola Field.

Chipola was blanked 6-0 by the Pirates in Pensacola Monday, collecting only three hits as a team.

But the Indians’ offense was up to the task Wednesday, picking up 14 hits and a pair of two-run home runs to even the series at a game each.

“We played OK. It was a lot better than how we’ve been playing,” Chipola coach Jeff Johnson said after the game. “It was good to finally get some clutch hits.”

The Indians got two big ones in the fourth inning from Michael Revell and Cody Martin.

Trailing 1-0, Revell put Chipola on top with a two-run shot, which was later followed by another two-RBI homer by Martin to make it 4-1. The Indians added two runs in the fifth inning, and three more in the eighth to secure the win.

Joey Rapp also delivered a solo shot for the Indians, finishing 2-for-3 with two runs and an RBI.

Chipola shortstop Blake Newalu had three hits on the day, with Eric Sauls going 2-for-4 with a pair of runs, and Aaron Etchison 2-for-4 with a run and an RBI.

Rodney Quintero started on the mound for Chipola, but the freshman didn’t make it out of the second inning.

Garrett Baker’s 4 2/3 innings of relief earned the left-handed sophomore the win.

Baker allowed two runs on three hits, two walks, and three strikeouts.

Duncan Midkiff closed the game out strong for Chipola, recording the last four outs in order, including three strikeouts.

“We didn’t pitch very well overall,” Johnson said. “It was disappointing on that end. (Quintero) didn’t pitch very well. Garrett Baker came in and held us in there, and Duncan Midkiff threw the ball very well at the end.”

The Indians also worked their way out of three bases-loaded jams in the first, sixth and eighth innings, with Midkiff coming on in the eighth to record the final out.

“We fought through some adversity, which was good to see,” Johnson said of his team. “We haven’t been the best in the world in those situations, but we made some good pitches when needed to make them, and we got some clutch hitting as well. That’s what we need to do to be successful.”

Charles Baker started on the mound for PJC and took the loss, going 4 1/3 innings and allowing six runs on 10 hits, no walks, and one strikeout.

The Indians will throw CJ Riefenhauser Friday in the final game of the series at 2 p.m. in Pensacola.

Former Teacher Jailed for Murdering Father in London

A man who was formerly a physical education teacher has been given a jail sentence for murdering his father in the south-west of London, England. The sentencing was made after a court trial in the Old Bailey, a famous courthouse in London.

55-year-old Robert Walsh, who suffers from a mental disorder called schizophrenia, stabbed his 84-year-old father Joseph Walsh with a potato knife fourteen times in April 2009, in the suburb of Earlsfield. The latter gained wounds to his liver and to one of his lungs. He died as a result of his injuries the following month. Robert had stated that he had consumed 10 pints of cider before committing the attack.

After the attack, he commented to the police officers about his father: "I must be mad. How is my dad? I went berserk. I stabbed him. He has been winding me up all day." Members of the police force visited Robert twice on the day that the murder occurred. The court heard that, during the attack, a person who lived nearby heard the sound of glass smashing at 1400 BST on the day of the attack. The resident also heard Joseph proclaiming: "Help, stop this".

Robert pleaded guilty to the offence of manslaughter by reason of diminished responsibility. Speaking to him in the courthouse, Recorder of London Judge Peter Beaumont stated: "The family tragedy is almost unimaginable." Beaumont then gave Walsh an indefinite prison sentence.

Archbishop of Jos issues Statement Following Masacre

January 17th was a Sunday morning and as usual Christians left their homes to congregate in churches to worship. That day has since become a remarkable day in history with sad memories for Christian and Muslim communities in Jos and its environs. A few days after that, leaders began to gather to see how to resolve what the perceived problems, or real problems, or even imaginary problems were. I myself became a part of a group with industrialists, businessmen and women, academics and religious leaders, both Christian and Muslim, to discuss these matters. We even spent a day at a forum listening to elders and religious leaders in Jos and spent another day listening to the youth. In all the conversations the Christians and Muslims spoke up frankly and aired their understanding of the grievances they have. We are in the process of putting together ideas as to how to move forward.

News then broke on Sunday 7th March that two other villages plus Dogo na Hauwa had been attacked by Muslim Fulani from about 3a.m. to 5a.m.. Some of these communities may never again be recognised in history because generations have been wiped out. Hundreds of corpses of men, women, children and grandchildren littered the burnt houses, roads, bush paths, farm areas and hiding places. Tears and endless wailings until voices croaked and words are no more.

Is there no other way by which matters can be resolved except through this sadistic and cruel way of making peoples’ lives miserable? For me, as a Christian, human life is so sacred that no-one, absolutely no-one, should tamper with it, no matter what religious faith you belong to. Human life is so sacred and we have to teach and train people to value it: it is a gift from God.

What bothers my heart are a few questions:

• It was curfew time when these attackers came in and carried out their heinous activities. Who are responsible for these areas? What happened to those who should enforce the curfew? The purpose of the curfew is to stop events like this.

• Failure of government to provide full security for its citizenry leaves a people with very little option but to provide for their own kind of security.

History has shown that these kinds of security are bred in vengeance, retaliation, bitterness, hatred and malice. This gives birth to an almost endless cycle of senseless violence as can be seen in many nations of the world today. Where is our government in all the levels of governance? Where were they on this night? Where were they on 17th January? Shall we continue to have the ugly sight of mass burials? Are there no leaders who fear God, who will swallow their pride and choose to be humble before God for the sake of those faces of slaughtered children?

• The new dimension these attacks are assuming is revealing a system of well-trained terror groups who rights now have attacked these villages, and only God knows which community will be next. Their merciless precision and fearlessness should give any government serious concern. The earlier that these kinds of groups are rounded up, the better for everybody.

I know as of fact of many Christian religious, political and community leaders who are willing and prepared peacefully to arrive at workable conditions for people to live with. I also know as of fact that there are Muslim religious, political and community leaders who are willing to find solutions.

I am convinced that the prayers of the church world-wide are ascending like a sweet smelling sacrifice to the throne of mercy. It is my firm determination to encourage all who trust in the Lord to keep praying and never give up. One day God will enthrone good over evil, truth over lies, righteousness over wickedness and justice over injustice. It may be soon; it may be later, but “My faith looks up to Thee, Thou Lamb of Calvary”. I urge believers to clean and clear their minds of any form of bitterness, resentment or even any thought of vengeance against one another from within the fellowship, and then we can see clearly how to respond in times of difficulty such as this one.

The promises of the Lord are true and the way of the Lord is just. The good news is: we do not have anywhere else to turn to. In the words of the apostle Peter, in John6:68: “To whom shall we go? You have the words of eternal life.” These times call for a full turning of our hearts and lives to the Lord.

Muslims Slaughter Christians in Nigeria

Before dawn on 7 March 2010, more than one hundred Christian villagers were killed by Muslim Hausa-Fulani herders in Dogo-Nahawa village near Jos. The attacks went on for four hours, and nearby villages were also targeted. Guns were fired by the perpetrators to cause panic and led to villagers running towards them to be chopped up by machetes. The villagers were mainly Berom Christians. Buildings were also set alight. Most of the dead were women and children. One of the dead was an infant less than three months of age. Corpses were dumped in the streets. Goodluck Jonathan urged that the killers be caught. The death toll was later updated to more than 300 and later 500. Hundreds more left the village in case the attackers returned.

Queen hosts President Zuma of South Africa

Her Majesty Queen Elizabeth II has hosted the President of South Africa Jacob Zuma and one of his wives at a state dinner at Buckingham Palace today. Her Majesty has also invested Mr. Zuma as a Knight Companion of the Bath, and in return, the President has awarded the Queen with the Order of O. Tambo. His Excellency the Governor-General announced the addition of another name to the roll of the Heroes of Justice.

His Excellency is quoted as saying "It is my solemn duty to confirm the addition of the name of the Most Honourable Police Officer Alfred Celestain to the illustrious roll of those recognized by Her Majesty and this Dominion as a Hero of Justice."

"The Most Honourable Officer Alfred Celestain, Hero of Justice succumbed on Monday, 11 January 2010, to injuries sustained two days after his patrol car was struck by a drunk driver as he and his partner responded to a call. The drunk driver ran a red light and collided with the patrol car at the intersection of St. Charles Avenue and St. Joseph Street.

Both officers were transported to a local hospital where Hero of Justice Celestain slipped into a coma. He passed away from his injuries two days later. He had served with the New Orleans Police Department for 21 years. He is survived by his parents and three children."

Pope Benedict XVI to Visit Scotland

Pope Benedict XVI has confirmed that he will be travelling to Scotland as part of his tour to the United Kingdom this year. The Pope made the announcement, which was in a gathering with the Scottish Catholic bishops in Rome, Italy, in response to an address from Cardinal Keith Michael Patrick O'Brien. The Pope has been quoted as saying: "Later this year, I shall have the joy of being present with you and the Catholics of Scotland on your native soil."

Pope Benedict, who announced that he would be taking a visit to the United Kingdom in 2010 last year, spoke against sectarianism and euthanasia. He said that "[f]aith schools are a powerful force for social cohesion."

"Together with my brother Bishops," Cardinal Keith O'Brien stated in reaction to the address, "I am filled with joy at the news that the Holy Father will visit Scotland, since he has confirmed his intention to visit us we in turn will now begin our preparations for his visit in earnest." O'Brien wished Pope Benedict XVI a "heartfelt welcome" and said that "[w]e are thrilled that your visit will include Scotland." The Cardinal also declared: "As Scots Catholics we are proud of our nation’s long relationship with the Holy See."

At present, a precise route has not been announced by the Vatican. Pope Benedict XVI's visit will be the first papal visit to the United Kingdom since 1982, when Pope John Paul II came to the country.

Sovereign Debts Trouble Markets

Global stock markets fell steeply on Thursday on investor concerns about the growing sovereign debts of European Union member states Greece, Portugal, and Spain. A report of a rise in weekly jobless claims in the United States contributed to the market gloom. The MSCI World index fell the most in over nine months. Currency and commodities markets also posted major moves. The Euro fell more than one percent against the US dollar to an eight-month low; against the yen it fell 2.2%, approaching a one-year low. The price of crude oil fell 5% to US$73.14 per barrel and gold slid 4.4% to US$1,063 per ounce, silver fell to US$ 16.30 per ounce.

Greece's Prime Minister, George Papandreou, announced an austerity program, but that is now threatened by plans by the largest trade union for a national strike. In 2009, Greece's budget deficit was 12.7% of the nation's gross domestic product (GDP). Papandreou's plan called for that to drop to 3% by 2012.

Gary Jenkins of Evolution Securities told the Financial Times, "[t]he risk aversion trade is back on as the debt problems of Europe are for the first time bringing down global markets. Corporate earnings may come in strongly [in the US], but investors are more concerned about the possible default of a sovereign European nation."

"This is a sovereign problem, and it's hitting everything," said Keith Springer of Capital Financial Advisory Services to Reuters. "If other European countries are having trouble like Greece, then it's a big problem for banks, and the banks are the foundation for everything. European banks will be in trouble and that will carry over to all stocks."

"The focus is shifting toward Spain and Portugal, where the deficit-reduction plans have been far less ambitious than Greece," said Kornelius Purps of UniCredit Markets & Investment Banking to Bloomberg.

Concerns in Portugal centred on political tension surrounding a regional spending bill. In Spain, the source of worry was reportedly because the government backed down from promised pension reform. European Central Bank President Jean-Claude Trichet sought to ease investor fears, in part by noting that the deficit in the US is expected to hit 10% of GDP in 2010, compared with about 6% in the eurozone. He said that he was "confident" that Greece is moving in the right direction. Trichet did admit that it is of "paramount importance" for Greece, Portugal and Spain to get their public finances under control

USA, China Bicker Over Currency Values

China has retorted after the United States promised to "take a tougher line" with Beijing in regards to currency and trade. Barack Obama said yesterday that he would make sure unfair advantages were not being given by countries to their currencies against the dollar. US companies have complained that the Chinese Yuan is artificially undervalued to give Chinese industries a price advantage.

A Chinese foreign ministry spokesman, Ma Zhaoxu, said the value of the Yuan was "not the main reason" for the trade surplus of China with the United States. He went on to say that the "level of the Yuan is close to reasonable and balanced", and "accusations and pressure do not help to solve the problem".

When asked at a meeting with Senate democrats, Obama was asked about the possibility of breaking Chinese ties. He replied that he would make sure that they, along with other countries, abided by trade agreements; but, warned that it would be "a mistake" for the United States to become protectionist. He stated his administration would "make sure that our [the US] goods are not artificially inflated in price" and that China's goods were not deflated. Trade between the two countries came to a total of US$409 billion last year, with a US gap of US$266 billion .

Diplomatic relations between the two countries have been strained recently over a Taiwanese arms deal, Obama visiting the Dalai Lama and Internet censorship.

Somalia Continues to Fail

The United Nations High Commissioner for Refugees (UNHCR) has said that, in the last month, 258 civilians were killed and a further 80,000 displaced by the ongoing violence in Somalia, between the government and rebel groups. "According to local sources, intense clashes between government forces and militia groups fighting for control of the conflict- torn central regions have left at least 258 civilians dead and another 253 wounded, which makes January the deadliest month since last August," the UN agency said in a statement. "We estimate that more than 80,000 Somalis have been displaced since the beginning of the year. Thousands were also forced to leave their homes in other parts of Somalia."

The violence has made it difficult for humanitarian aid workers to access the population effectively. Andrej Mahecic, the spokesman of the UN refugees agency, noted: "So far, the deteriorating security conditions have made it hard, if not impossible, for humanitarian workers to access the needy population."

The Xinhua news agency reports that UNHCR intends to send relief and shelter supplies to upwards of 18,000 people in 27 locations, where displaced residents are living temporarily, when it is considered safe to do so. Among those displaced were 18,000 people who fled their homes in the capital, Mogadishu; meanwhile, 29,000 were displaced in Dhusamareebb, in the Galgaduud region, and 25,000 in Beledweyne in the Hiraan region.

A total of 1.4 million Somalis are currently internally displaced, 560,000 more are refugees in adjacent countries; last year, 120,000 residents sought refuge, primarily in Ethiopia, Kenya, and Yemen.

The former British Protectorate of Somaliland, in northern Somalis has been relatively safe and stable over the years. Somaliland has been seeking recognition as an independent sovereign nation.

International Monarchists Denounce Iranian Execution of Dissident

Iranian sources confirmed by the AFP released the information that the monarchist journalist Mohammad-Reza Ali-Zamani and the 20 years old Arash Rahmanpour, both members of the Association of the Monarchy in Iran, were hanged on January 28, 2010 in Teheran by the authorities of the Islamic Republic of Iran.

The two men had been sentenced to death for their participation in the protest movement which defied the Islamic Republic after June presidential election. Their call had been rejected on November 4.

Beyond the political commitment of these men, the whole international community should mobilize itself to save the life of political prisoners facing death penalty because of their opposition to an illegitimate and theocratic islamist dictatorship. The International Monarchist Conference violently protests against these executions carried out by the arbitrary which governs the destiny of Iran.

The International Monarchist Conference denounces the silence of many media and of Western governments.

We remain without information about the three others prisoners sentenced to death and still waiting for their execution and nine others still waiting for their call.

The International Monarchist Conference calls for a new mobilization of energies in order to save the remaining prisoners and honours the two monarchists, martyrs of their cause and their engagement.

The proceeds of this collection will be sent to Catholic Relief Services, a remarkable organization which has repeatedly demonstrated an outstanding ability to get help quickly and effectively to foreign countries in need of assistance. The Queen is to address the United Nations General Assembly in New York this summer for the first time in more than 50 years, Buckingham Palace says. She will make her speech on 6 July, following a royal tour of Canada accompanied by the Duke of Edinburgh. The Queen will begin her visit to Canada on 28 June and she will return to London immediately after her address to the UN.

President Richards, Prime Minister Manning, President Museveni, Secretary-General, Ladies and Gentlemen,

This diamond anniversary year is an important time for the Commonwealth to look back - and, more importantly, look forward. In doing so, I believe we can be pleased with how far the Commonwealth has come in its 60 years, and yet how true it has remained to its origins. But this does not mean we should become complacent or rest on past successes. Like any good organization we must continue to pay close attention to the things that giveit distinctive character.

In my view one of the core strengths of the Commonwealth lies in the commitment to common goals and values. Our shared pledge to “the pursuit of peace, liberty and progress” that my father helped to enshrine in the London Declaration in 1949 means as much today as it did then. We cherish freedom, democracy and development as dearly as ever.

But the Commonwealth's strength lies as much in people as it does in values.

Few other global organizations can boast the same rich diversity of humankind and yet also such a commonality of spirit.The Commonwealth can be proud of the fact that in each of its six decades,
it has shaped the international response to emerging global challenges. And on this, the eve of the UN Copenhagen Summit on Climate Change, the Commonwealth has an opportunity to lead once more. The threat to our environment is not a new concern. But it is now a global challenge which
will continue to affect the security and stability of millions for years to come. Many of those affected are among the most vulnerable, and many of the people least well able to withstand the adverse effects of Climate Change live in the Commonwealth.

A second area of opportunity for the Commonwealth is nurturing its young people. As with environmental challenges, this area is not new; but while the Commonwealth may rightly celebrate reaching its 60th anniversary, the future of this association lies with the one billion who are under 25 years of age. The Commonwealth must show that it is relevant to and supportive of
our young people who need to be convinced that the Commonwealth can help them to realize their ambitions.

Mr. President, Mr. Prime Minister, it is a pleasure for me to be back in Trinidad and Tobago, and in the Caribbean. This region is dear to the Commonwealth. For small island states, the buffeting of the economic storms of the last twelve months has provided a stern test; and great resourcefulness has been shown in order to meet the challenge. As an organization the Commonwealth
must remain dedicated to building resilience among its smaller members.

But it is not enough to look within the boundaries of the Commonwealth. In a world where political, economic and environmental problems and opportunities cross continents, the Commonwealth will also need to prove its relevance beyond its own borders and develop a truly global perspective. The motto of Trinidad and Tobago says: 'Together we aspire, together we
achieve'. There could be no better description of the Commonwealth's ethos and no better guideline for achieving this CHOGM's stated goal of a more equitable and sustainable future.

I hope the leaders here present - informed by the Commonwealth Youth Forum, the People's Forum and the Business Forum held earlier this week - can map out the route for another sixty years of success. And with these challenges in mind I am delighted to declare open this twentieth meeting of the Commonwealth Heads of Government

The Ministry Of State Security ( M.O.S.S. ) has provided some limited aid to the US Military; by responding to two specific request from the Imperium's "macro" neighbor-nation.

The Veterans Administration Hospital ( Harry S. Truman ) located in Columbia, MO, USA has collection points for the deposit of donated cell-phones; which will be shipped to the US troops stationed / deployed in Iraq and Afghanistan.

The CommiCzar personally hand-delivered no-less than nine ( 9 ) cell-phones (which were no longer of any use within the Imperial Family and Government) to the Columbia, MO VA Hospital; with a "Special Note of Thanks" attached to each of the nine cell-phones.

Vikesland Back in the Space Race

October 28th, 2009- The Vikeslandic Star rocket project is now back into action. The build of this experimental multi use rocket was halted due to recessional budgetary concerns and was mothballed until now. The Rocket will see completion this winter with a test launch in spring of 2010. This rocket will be testing the cluster engine reliability as well as gather data on max. altitude and the new fin design performance. The recovery parachute has been upgraded thanks to an earlier test of the chute system by an earlier prototype.

Once tested and completed the 4 ft. high rocket will be able to accomodate various sized payloads and missions. The future hope is to launch a remote controlled plane atop the Vikeslandic star to quickly set it to a high altitude to begin its missions.

International Monarchist Conference Issues Plea for Mohammad Reza Ali Zamani

The International Monarchist Conference (IMC), confederal organization gathering 64 organizations monarchists representing 29 nations, protests against the judgment with the capital punishment of Mohammad-Reza Ali-Zamani, a 37 years old monarchist militant member oAssociation of the Iran Monarchy Association.

He had appeared last on August 8, in company of the french woman Clothilde REISS before the revolutionary Tribunal of Teheran Mohammad Reza Ali Zamani has just been condemned to dead for its role in the protest movement which shook the Islamic Republic, after the presidential election of June.

It s' acts of the first capital punishment marked by Iranian justice against one of the participants in the demonstrations which followed the disputed re-election on June 12 of Mahmoud Ahmadinejad to the presidency of the Republic.

Mohammad-Reza Ali-Zamani is today in deferment until November 4, 2009.

Beyond the political commitment monarchist of Mohammad-Reza Ali-Zamani, it is the whole of the international community which must mobilize itself today to save the life of a political prisoner condemned to died of the simple fact of its opposition to an illegitimate and theocratic islamist dictatorship.

Church of Mankind Everlasting Excommunicates Imperial Grandson

In a rare action, the State Church of the Imperium of DeWaCo Estates has excommunicated a member of the Imperial Family. The CommiCzar and Lord Imperator of the Imperium released the following statement about the action.

The CommiCzar of the Imperium of DeWaCo Estates has Formally and Officially Excommunicated one of His Grandsons; which was brought about, as a result of, His Grandson's continuous wrong words and deeds against a majority of Imperial Citizens and Subjects.

His Grandson's actions may not have been seen as wrong in some of the eyes and ears of other members of the Imperial Family and other Citizens and Subjects , as witnessed by the
CommiCzar; however, the word has gone out to all Imperial Citizens ( Family & Friends ) and Subjects ( Employees ) alike.

As of yet, not all members of the Imperial Family have endorsed or shown full support for the CommiCzar's Open and Official Declaration of Excommunication of His Grandson; however, His
absolute public and private dis-association with His GrandSon is now a chapter in the Imperial Family's and Government's history.

The CommiCzar's Declaration of Excommunication of His Grandson will remain in full effect, until such time that His Grandson privately expresses His apologies to each Imperial Citizen and Subject that He has offended in deed and words ( spoken and/or written ), and has publicly expressed His regrets in a signed statement to that effect.

The Lord Imperator also expressed his hope that the grandson comes to His senses...and soon; not only for the sake of all of the members of the Imperial Family and the Subjects of the Imperium, but for His own good too.

Rwandan Genocide Suspect Arrested in Uganda

Ugandan authorities have extradited one of the most wanted suspects from the 1994 genocide in Rwanda to the International Criminal Tribunal for Rwanda. The suspect was captured Monday in Kampala following a tip-off.

The fugitive, Idelphose Nizeyimana, was flown on a chartered plane early Tuesday to Arusha, Tanzania, where the International Criminal Tribunal for Rwanda (ICTR), has its headquarters.

Nizeyimana was one of the men on the tribunal's most-wanted list, accused of helping ethnic Hutus organise the mass murder of ethnic Tutsis and moderate Hutus in Rwanda's Butare province in 1994.

The former army captain and intelligence officer was also accused of ordering the execution of the symbolic queen of the Tutsi tribe and Tutsi intellectuals. Nizeyimana was indicted by the ICTR nine years ago on five counts of genocide, complicity in and incitement to genocide and crimes against humanity.

ICTR spokesman Roland Amoussouga said that the Ugandan police, working with Interpol, arrested Nizeyimana after he crossed into Uganda from the Democratic Republic of the Congo using fake documents. "This is a very important development and the tribunal wishes to commend the Uganda, Interpol and the Ugandan government for this outstanding cooperation that they have displayed," he said.

Nizeyimana had been at large for fifteen years, reportedly hiding among Hutu rebels in the forests of eastern Congo Kinshasa. It is not clear why he went to Uganda. However, Ugandan police say he was arrested following a tip-off that he had been staying at a guesthouse in Kampala. The United States had offered a $5 million reward for information leading to Nizeyimana's arrest.

The ICTR was formed in late 1994 to prosecute key genocide suspects. Six people have been acquitted and 30 others have been found guilty or pleaded guilty to charges. 26 others are being tried and four suspects are currently awaiting trial. Many low-level suspects were tried in traditional village courts in Rwanda.

Ethnic Hutus had slaughtered as many as 800,000 ethnic Tutsis and moderate Hutus in Rwanda during a three-month killing spree in 1994.

In departing from its former procedure of providing a detailed description of the holder, Maxistan has joined the majority of the world's governments by embracing images as a means of representing persons. Sources have not been able to determine if all new applicants will be required to use the new 'image' style passports and identification cards. Holders of the descriptive passports will not be required to surrender them at this time.
